Our client is looking for a TRIRIGA Development Manager to support a large federal task order contract. An ideal candidate will have a minimum of 5 years of IT work experience in a large mission critical project involving COTS integration, management of information systems, and software at Department of State. The work involves supporting a large team of strategic consulting, operational and software development resources and overseeing all aspects of the project.

The selected individual will be responsible for overseeing the work of the TRIGIRGA Developers working on the Overseas Business Operations (OBO) Ideal Operating State (IOS) program, managing the detailed implementation of customization within the TRIRIGA application platform. This person will understand the customer’s application requirements and work with the Business Process Analyst who designed the customer’s application in implementing the customized solution. The Development Manager will manage the full software configuration release cycle from design through development to deployment; contribute to each aspect of the life-cycle of a project; execute activities within an Agile, test driven development environment; and assist in the building, execution, and debugging of functional and technical tests for the TRIRIGA application, focusing both on functionality and the accuracy of migrated data files as demonstrated in both use and testing.

The candidate’s work responsibilities include the following:

• Manage and supervise a staff of TRIRIGA Developers
• Assist in Project Plan development, updates, deliverables, and milestones
• Assist in managing scope, solution approach, and implementation methodology
• Accurately estimate resource requirements (including time, personnel and equipment)
• Identify, assign, and manage delivery team resources
• Act as the point of contact for any Product Owner escalation and technical questions
• Coordinate status meetings and updates
• Ensure quality of deliverables
• Manage timelines and project budgeted modules
• Manage the implementation of various TRIRIGA modules
• Mentoring less experienced team members
• Assist in the hands-on configuration, testing and deployment of the TRIRIGA solution through all phases of the software development life cycle
• Work cooperatively with other organization elements within OBO to accomplish project work in an efficient and quality manner.
• Investigate, propose and document functional requirements and support solution to requirements
• Prepare project requirements and functional design documentation
• Assist in TRIRIGA configuration
• Assist in creating user stories and acceptance test cases/scenarios
• Lead end-users testing

 

Minimum Qualifications:

• Active Secret Clearance required; TS preferred
• Certification in TRIRIGA
• At least 3 years of experience in TRIRIGA platform and application
• At least 2 years’ experience in an Agile development environment
• Certification in Scaled Agile Framework (SAFe)
• Experience with application life-cycle management tools
• Working experience with programs involving technology change, IT operations, Software Development, Program Management Office
• Knowledge of Open Text Brava!
• Knowledge of data migration tools, Extract Transform Load (ETL) scripts, etc.
• Experience with TRIRIGA technologies such as Single Sign On, GIS, CAD, Offline, Data Connect, Data Integrator
• Experience with TRIRIGA 9i and 10i Application (Real Estate, Lease, Space Management/CAD, Operations and Maintenance and Transaction Management)
• Familiarity with TRIRIGA Functional Design Documents, Integration Design Documents, and Technical Design Documents
• Experience in designing and developing TRIRIGA configuration changes working with customers who provide their business requirements
• Experience using SOAP based xml web services, [and Oracle databases]
• Direct experience in design, development and implementation of data integrations to/from the TRIRIGA application
• At least, two TRIRIGA implementation projects including setting up TRIRIGA portfolio data

 

Preferred Qualifications:

• Certified Scrum Master or similar certification
• 2 years of experience providing technical oversight of project team members and resources
• 3 years of experience in Software Development (i.e. Java, TRIRIGA implementation, other enterprise applications)
• Experience with continuous integration/delivery and test automation in an Agile development environment
