Contracts Manager

Seeking a Contracts Manager for our client's Huntsville, AL corporate operations. Candidate employee will administer, extend, negotiate, and terminate standard and nonstandard contracts. Conduct proposal preparation, pre-contract data collection, contract negotiation, administration of government contracts and customer contact activities to provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer satisfaction. Will examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepare bids, processes specifications, progress, and other reports. Advise management of contractual rights and obligations, compile and analyze data and maintain historical information.

 

Description of Duties:

  • Administers complex contracts. Develops, reviews and implements terms and conditions of contracts to assure compliance of contracts. Evaluates contract performance to determine necessity for request of amendments or extensions.
  • Negotiates terms, conditions, clauses, and prices of complex contracts for furnishing services, supplies, equipment or other material to the customer. Negotiates specifications, statements of work as defined by bidding strategy, terms and conditions and price of complex contracts or contract changes.
  • Prepares bid packages in spreadsheet format, may develop pricing data, using input from functional departments and responsible for accuracy of calculations.
  • Prepares and analyzes complex price proposals, financial reports and other data to determine reasonableness of prices, solicitations, terms and conditions. Coordinates solicitation package with technical groups to verify cost information and ensure Company management's comprehension of the statement of work.
  • Prepares changes, extensions, renewed options, and similar features on existing contracts.
  • May prepare subcontract agreements including negotiation of price, justification, work scope, terms and conditions.
  • Prepares general correspondence such as letters of request for no-cost extensions, rent free use of government property, submission of revised proposals, and the like. Responsible for contracts close-outs.
  • Supports proposal reviews and submissions by reviewing documents, participates in proposal kick-off meeting, proposal reviews, revises contract section of bid packages as required and reviews entire proposal to ensure FAR part 15 is followed befor submission to customer.
  • Interfaces with government and commercial officials and Company management to assess, evaluate and determine customer requirements, coordinate proposal contract activities.
  • Negotiates with government contracting office including fixed price, cost-plus-fixed-fee, IDIQ and Time and Material contract types. Completes all required pre-contract documentation; Non-disclosure Agreements (NDA’s), and Teaming Agreements (TA), Memorandum of Agreements/Understandings (MOU).
  • Monitors contract deliverables, maintains, contract files, prepares or updates contract reports, prepares and reviews Risk Management Documentation. Participates in establishment of bidding strategies to maintain a competitive posture that will result in a high capture rate of new business and assure acceptable profit levels with minimized risks while protecting Company interests and assets.
  • Reviews and analyzes complex solicitations, budgetary estimates and price proposals in accordance with labor, taxation, commercial and other applicable laws to determine reasonableness of prices, proposal terms and conditions.
  • Ensures quality assurance and quality control procedures are followed to ensure the quality of work performed meets regulatory, contract and Company requirements. Provides reports according to Company requirements.
  • Responsible for Defense Base Act (DBA) and Worker’s Compensation Insurance . This is all HIPPA related and should not be in contracts, HR only.
  • Ensures no Organizational Conflict Of Interest exist for the company on any Request for Proposals or other bidding documents before proposal/bid is submitted.
  • Ensure client's ethics and compliance programs are followed.
  • Participate in Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA audits)
  • AS9100 CAR/PAR Log Administrator
  • Ensures compliance with internal customer procedures, such as government procurement regulations. Implements program plan requirements and coordinates or performs in-depth studies to determine optimum program plans.
  • Assists in developing financial controls, procedures, systems and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements.
  • Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met.
  • Performs moderately complex financial/administrative reporting for major contracts and/or programs. Prepares moderately complex financial/administrative reports and distributes to customers/user organizations.
  • Provides weekly and monthly transactional and pricing support to programs including reviewing subcontractor and vendor invoices to verify costs and codes for payment, auditing employee travel voucher submissions and setting up labor categories and rates in accounting systems.
  • Interfaces with subcontractors, vendors and customers as required.
  • Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met.
  • Performs moderately complex financial/administrative reporting for major contracts and/or programs. Prepares moderately complex financial/administrative reports and distributes to customers/user organizations.

Education/Experience:

REQUIRED QUALIFICATIONS

  • A Bachelor’s degree in Business Administration, Finance, Management, or related field from an accredited college or university and a minimum of ten (10) years of Contract and Subcontract Administration Experience. Prior supervisory experience required.
  • Experience with Quickbooks, Deltek CP, COGNOS, MS Office Suite and equivalent programs
  • Knowledge and understanding of FAR, DFAR, UCC, DCMA, and DCAA compliance.
  • Experience with GSA Schedule/Task Order Administration
  • Possess strong analytic skills, excellent written and verbal communication skills, and able to comprehend verbal instructions.
  • Ability to multi-task, handle multiple competing deadlines, pay extreme attention to detail, and self-starter.
  • Willingness to work overtime as required for special task assignments

 

SECURITY CLEARANCE:

Ability to obtain and maintain a DoD issued Security Clearance at the level required.
