Responsibilities:

  • Perform cost or price analysis on procurements of moderate value, risk and complexity.
  • Coordinate risk assessments and executes risk management plans for low to moderate risk procurements.
  • Participate in Supplier Review Board activities
  • Analyze purchasing needs, including costs forecasts requirements; issue periodic reports on trends and negotiate pricing, discounts, and contracts.
  • Review requirements (i.e., statement of work, drawings, and specs) for clarity and adequacy.
  • Identifie potential resources for required materials, equipment, supplies and services, and develop and issue requests for proposals.
  • Respond to supplier inquires and coordinate source selection decisions.
  • Negotiate terms and conditions, price, delivery, quality, and performance requirements; document the entire process to file documentation requirements.
  • Ensure all procurement actions are consistent with policy and procedure and are properly documented, reviewed, and approved.
  • Act as liaison between program teams, other functional areas, and suppliers, to establish a cohesive work group.
  • Work toward supporting overall business by establishing goals to reduce cost, improve quality, and order fulfillment.
  • Understand quality system processes to include a working knowledge of counterfeit parts procedures including the use of an active supplier list.
  • Support proposal activities with innovative solutions to meet program needs and requirements.
  • Receive, review, and evaluate supplier proposals to ensure compliance with prime proposal requirements.
  • Participate on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis.
  • Prepare and issue purchase orders for selected suppliers consistent with policy and procedure.
  • Participate in daily resolution of vendor issues.
  • Analyze program provided requirements and any special flow downs, terms, and conditions.
  • Monitor open orders.

 

Qualifications:

  • Strong interpersonal and communication skills, both verbal and written
  • Good understanding of procurement laws and regulations
  • Good analytical and negotiating skills
  • Able to work and succeed in a fast-paced, deadline driven environment while demonstrating superior presentation, communication, team building and leadership skills that may be required to have regular communication with business leadership
  • Government contractor purchasing experience
  • Federal Acquisition knowledge
  • Comprehensive understanding of Enterprise Resource Planning/Materials Requirement Planning systems
  • Demonstrated ability to perform price/cost analysis as required by policy Buyers, Senior Buyers and Supervisors Vendors, suppliers, internal customers, internal function and program personnel

Education and Experience:

Bachelor's Degree in a related field or equivalent experience is required plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience.
