Senior Data Management Analyst (Interim Secret clearance required)

Essential Job Functions:

  • Analyze business objectives, data needs and develop data strategies, plans and architectures required for the COTS solution.
  • Develop various data artifacts and specifications such as data dictionaries, requirements traceability matrices, user stories, etc.
  • Create data classification and categorization framework that includes factors such as but not limited to: data states, usage, ownership, labeling, type, data lifecycle and impacts across dimensions of confidentiality, integrity and availability
  • Define data security requirements and business rules.
  • Identify data owners and custodians and document business rules associated with data management and data security.
  • Develop and document the standard data reporting processes
  • Interact with stakeholders to gather and document data management requirements and construct the necessary quality control procedures
  • Identify new and existing data sources required for application development.
  • Implement data management processes and improvements
  • Leads the collection and gathering of program data and artifacts for performance measurement analysis, program reviews, audits, customer meetings, others
  • Perform data quality review, complex data analysis and investigation as requested and provide recommendations.
  • Develop and maintain best practices to ensure data are appropriately secured from security breaches
  • Determine root cause for data integrity gaps resulting and provide appropriate mitigations and remedy processes
  • Interact with Management, IT, Compliance and Performance personnel to gather data management requirements and construct the necessary quality control procedures
  • Research new and existing data sources to contribute to new development, improve data management processes, and make recommendations for data quality initiatives
  • Maintain best practices to ensure data are appropriately secured from security breaches
  • Define Strategy, Methodology, and Validation processes for enterprise data migration, integration and validation from multiple systems into a IWMS
  • Develop and maintain data Taxonomy, data dictionary, and user business rules manifest for enterprise

Essential Job Requirements:

  • Education:
    • Bachelor’s degree with 8 years’ directly related experience
    • Active Secret/Interim Secret
  • Preferred Knowledge/Experience:
    • Agile development
    • Experience working with Department of State Customer
    • Ability to analyze and maintain business technical documentation
    • Ability to program in and working knowledge of R
    • Demonstrated understanding and application of advanced analytic algorithms
    • Strong technical understanding of relational databases, SQL, SOA, ETL and data blending tools
    • Understanding of database architectures, and data warehousing concepts
