GEOINT Acquisition Lead

Seeking a GEOINT Acquisition Lead to join a Chantilly, VA based team.This position requires the applicant to work in a fast-paced and dynamic environment supporting the GEOINT Chief Architect (GCA) and frequently interacting with multiple System Program Offices (SPO) and external agencies. The GCA is responsible for GEOINT architecture development, performance and modeling.

The successful candidate must provide exceptional expertise and high confidence, value-added judgment to advise GCA government customers on acquisition strategy decisions and their executions.

 

Position Description:

  • Provide acquisition guidance and contract administrative support
  • Liaise with GEOINT R&T to identify potential future study requirements
  • Coordinate between the GCA and SPOs to capture system requirements
  • Analyze user requirements, concepts of operation and high-level systems architectures to develop acquisition strategies
  • Develop acquisition strategy options and implementation plans
  • Coordinate between government technical and contracting staffs
  • Author documents and briefings to communicate acquisition status; brief government and industry as required
  • Assess acquisitions in the context of identifying the most efficient and cost-effective method(s) to meeting future architectural needs and requirements
  • Generate and coordinate acquisition documents, including:

    Requests for Information   -   Requests for Proposals

    Requests for Technical Abstract   -   Technical Evaluation Criteria

    Statements of Objectives   -   Statements of Work

    Justification & Approval   -   CDRLs

  • Interface with the Acquisition Center of Excellence to manage acquisitions

  • Coordinate acquisitions with the GEOINT Senior Acquisition Officer to ensure proposed acquisitions comply with the Federal Acquisition Regulation and other governing documents
  • Coordinate with external government agencies, i.e., IC agencies, Joint Staff, Air Staff, USAF MAJCOMs, etc. to gather and conceptualize system requirements
  • Provide technical oversight of Phase A acquisition with multiple sources
  • Serve as primary interface to each prime contractor
  • Coordinate and organize periodic contractor status reviews
  • Establish and maintain close effective coordination with SPOs and directorates to facilitate system acquisitions
  • Review emerging GEOINT architecture concepts with stakeholders
  • Participate in multiple GCA IPTs, providing backup support across the organization

 

Qualifications

Required Education, Experience, And Qualifications:

  • Bachelor’s Degree in Business or Engineering discipline
  • 9+ years relevant acquisition experience
  • 5+ years experience working in a Government Acquisition program office
  • Ability to work autonomously with very little guidance
  • Knowledge of NRO contracting processes
  • Demonstrated ability to coordinate between Government organizations
  • Ability to grasp and summarize information for presentation to leadership
  • Ability to lead small teams to close on specific objectives on a given schedule
  • Understanding of the current and potential capabilities of future GEOINT Architecture systems, to include commercial systems
  • Working knowledge of Earned Value Management
  • Working knowledge of NRO imaging systems and key features
  • Ability to develop networked MS Project Schedules and identify critical paths
  • Active TS/SCI clearance with CI polygraph

 

Desired Education, Experience, And Qualifications:

  • Experience organizing and facilitating the activities of teams; to include setting goals, tracking performance, and executing studies necessary to achieve those goals
  • Proficiency representing complex data in high level Microsoft PowerPoint presentations tailored to specific audiences
  • Ability to respond to short suspense with minimal supervision to interpret and execute technical direction, analyze data, develop conclusions and draft recommendations for courses of action
  • Familiarity with NRO readiness and acquisition guidance
  • 5+ years experience in NRO system program offices
  • 10+ years experience in NRO space systems acquisition
  • Current professional certification in program or project management
  • M.S. degree in a relevant field
