Las Virgenes Municipal Water District - Calabasas, CA

Las Virgenes Municipal Water District (LVMWD), incorporated in 1958, is located on the western edge of Los Angeles County, California, and includes the cities of Agoura Hills, Calabasas, Hidden Hills and Westlake Village, and adjacent areas of Los Angeles County. LVMWD occupies 122 square miles and serves a population of approximately 70,000. LVMWD is also the administering agent for the Las Virgenes-Triunfo Joint Powers Authority (JPA), which provides sanitation services to approximately 100,000 people within 172 square miles of western Los Angeles County and southeastern Ventura County.

LVMWD is organized under the Municipal District Law of 1911 (California Water Code 71000). A five-member Board of Directors governs the district, each representing one of five divisions. The directors serve overlapping four-year terms. The board selects, from among its members, officers and a representative to the Board of Directors of Metropolitan Water District of Southern California. The Fiscal Year 2021-22 budget for operating expenses is $58.7 million. The net operating income in FY 2021-22 is $12.2 million with 123 staff positions.

The Finance and Administration Department is responsible for the management of the District’s finances, investments, budgets, human resources and information technology systems. The department is also in charge of warehousing, purchasing, risk management and other administrative programs. There are 21 employees in the Department. Reporting to the Director of Finance and Administration, the Finance Manager is responsible for all areas of the District’s finance programs including accounting, accounts payable, budget, financial analysis, financial reporting, purchasing, warehousing, and inventory control as well as other related work. The Finance Division has nine staff members. The Manager has four direct reports.

Requires a bachelor's degree in accounting, finance, business administration or a related field. Possession of a master’s degree is highly desirable; and five (5) years of progressively responsible experience in governmental/municipal finance, accounting or auditing, at least three years of which were at a supervisory level.

Salary: $126,192 to $191,316
