Director of Engineering/Senior Engineer

South Orange County Wastewater Authority - Dana Point, CA

The South Orange County Wastewater Authority (SOCWA) is a Joint Powers Authority with 10 member agencies and cities that provide retail water and collection system sewer services to their residents. SOCWA operates three wastewater treatment plants and two ocean outfalls. In addition, it provides multiple programs to meet the needs of its member agencies and the requirements of the Clean Water Act and applicable National Pollutant Discharge Elimination System (NPDES).

Due to the upcoming retirement of its Director of Engineering, SOCWA will be filling up to two position in its Engineering Department.

DIRECTOR OF ENGINEERING

Salary range: $148,616.04 to $189,696.00 per year, DOQ

This position is responsible for developing and implementing goals, objectives and priorities; assigning and reviewing the work of subordinates; providing technical assistance and guidance; directing and reviewing the work of professional engineering consultants; overseeing the development of engineering plans and specifications; preparing and updating the Authority’s capital budgets for repairs, upgrades and replacements of the Authority’s 3 wastewater treatment plants; overseeing issues related to NPDES, AQMD and ARB rules and regulations; coordinating with other departments and agencies; and providing overall strategic leadership.

Requires a bachelor’s degree in civil engineering or related field and possession of a current certificate of registration as a Civil Engineer issued by the State of California. In addition, candidates must have 10 years increasingly responsible professional engineering experience, including at least 3 years in a management or supervisory capacity. Possession of a valid California Class “C” driver’s license in good standing is also required.

The best qualified candidate will have a thorough knowledge of the principles and practices of civil engineering pertaining to the design and construction of wastewater treatment plants and related facilities. This individual will have an in-depth knowledge of the methods of preparing designs, plans, specification, estimates, reports and recommendations and be fully versed on the Federal, State and local laws, rules and regulations that govern technical/engineering matters for the Authority’s facilities and projects. Finally, this person will stay current and informed about technical and regulatory issues that affect SOCWA and will share the knowledge he/she acquires with SOCWA Engineering Department staff.

SENIOR ENGINEER

Salary range: $122,262.36 to $156,062.40 per year, DOQ. This position manages, supervises and coordinates activities and operations as set forth by the Director; coordinates assigned activities with other units, groups and outside agencies; and provides highly responsible and complex administrative support to the Director.

Requires a bachelor’s degree in civil engineering or related field and possession of a current certificate of registration as a Civil, Environmental, or Chemical Engineer issued by the State of California. In addition, candidates must have 10 years increasingly responsible professional engineering experience. Possession of a valid California Class “C” driver’s license in good standing is also required.

Qualifying candidates will also have a thorough knowledge of the principals and practices of civil engineering. Knowledge of the methods of preparing designs, plans, specifications, estimates, estimates reports and recommendations is required. Candidates must also demonstrate a thorough understanding of applicable federal, state and local laws, rules and regulations related to technical/engineering matters related to planning, design and construction of complete facilities and projects. Experience with design and construction of wastewater treatment and related facilities is preferred. Individuals with public works and water agency experience will also be considered.
