COVID-19 Quality Assurance Analyst

This job is part of a temporary COVID response program that is being created to address the public health crises caused by COVID-19. Led by the Baltimore City Health Department, the COVID Program seeks to identify qualified personnel to fill a wide variety of roles in support of effective management of the COVID-19 pandemic. Working in a fast-paced and dynamic setting, COVID program staff will support case investigation, outbreak investigations, coordination of testing and sharing of results, organization of care services, and management of the COVID program.

Description:

A Quality Assurance Analyst provides operational review and evaluation of programmatic documentation and data to determine validity and compliance in accordance with program policy and procedures.

The incumbent conducts quality management work that involves two major foci: quality assurance and quality control. Quality assurance comprises operational and procedural activities implemented in a systematic measurement and associated feedback loop that confers error prevention and provides confidence that quality requirements will be fulfilled. Quality control comprises technical and procedural activities that are a part of quality management focused on fulfilling quality requirements. Reports to epidemiology manager.

Duties:

  • Conducts detailed evaluation of calls, reports, and/or correspondence and the associated collected data for accuracy and completeness.

  • Verifies correct documentation for program management review and approval and works to resolve, prevent, and correct data errors/problems.

  • Identifies errors and invalid documentation that do not meet the minimum thresholds established for the operational program.

  • Assembles, compiles, and analyzes data for program statistics and measurements.

  • Advises program management and recommends improvements in the management of the operational program and procedures and documentation. Proactively identifies ways to improve data collection and quality.

  • Prepares detailed reports on recommendations for improvements in existing systems, data collection design, operational procedures, and program organization.

  • Collaborates with database designers and program staff on development of databases and data collection tools to optimize efficiency and data quality.

  • Maintains records of how data were assessed, validated, manipulated, and cleaned.

  • Participates in agency quality improvement processes and projects.

  • Provides information to City government personnel and agencies regarding program operations and activities.

  • Performs related work as required. Other duties, as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of modern office methods and procedures, computer equipment, filing systems, business letter and report writing techniques.

  • Knowledge of statistical and record keeping principles and procedures.

  • Knowledge of database design and infrastructure.

  • Ability to analyze data for adherence to standards and identify data outliers and problems and to assess quality of data.

  • Ability to work in various programming languages and statistical packages, and to learn new languages and packages as technology evolves.

  • Ability to communicate effectively with data manager/coordinator, the public, vendors, contractors and City staff, verbally and orally.

  • Ability to perform technical operational work.

  • Ability to make independent judgment with speed and accuracy.

  • Ability to compile and prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

  • Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner.

  • Ability to collect, compile, analyze and interpret operational and technical information and data in an effective manner.

  • Ability to conduct operational and organization studies and make recommendations for improvements.

  • Ability to follow both written and verbal directions and instructions.

Preferred Skills:

  • Ability to work in programming languages, including SQL, and code-based statistical software (e.g.. Stata, R, SAS); strong analytic, trouble-shooting, and problem-solving skills

Required Experience:

Requirements: – A bachelor's degree from an accredited college or university in mathematics, economics, computer science, information management, or statistics and two years of experience in reviewing processes for accuracy and completeness and identifying errors and invalid documentation that do not meet minimum thresholds.

Equivalencies: – Equivalent combination of education and experience.

Preferred Experience:

Experience working in programming languages, including SQL, and code-based statistical software (e.g.. Stata, R, SAS); and strong analytic, trouble-shooting, and problem-solving experience
