COVID-19 Program Administrator

This job is part of a temporary COVID response program that is being created to address the public health crises caused by COVID-19. Led by the Baltimore City Health Department, the COVID Program seeks to identify qualified personnel to fill a wide variety of roles in support of effective management of the COVID-19 pandemic. Working in a fast-paced and dynamic setting, COVID program staff will support case investigation, outbreak investigations, coordination of testing and sharing of results, organization of care services, and management of the COVID program.


The Program Administrator for the COVID Program will oversee all aspects of administration as it relates to the BCHD COVID-19 response. This includes management of staff, oversight of budgets, oversight of procurement, inventory and distribution of program materials, equipment and supplies, and support for donor reporting. This position will oversee a team of office support staff and couriers and will coordinate closely with other program units to ensure that program operations run smoothly and efficiently.

The scope of this position includes:

  • Oversee administration of COVID program activities including management of program personnel and budget. Support the Director, Deputy Director and Assistant Directors in administrative duties such as hiring, ensuring smooth onboarding and training, staff assignments, location/telework assignments in their respective teams. Work closely with Director to review and development of budget.

  • Support the development and timely submission of program and financial reports to donors and partners

  • Oversee program equipment, materials and supplies including maintaining an accurate and up to date inventory. Coordination with case investigation, testing, and outbreaks investigation team to assist them to forecast and monitor their personnel and supply needs; oversee the adequate distribution of supplies and materials to teams and individuals.

  • Coordinate closely with other units including HR, BCIT and others to ensure smooth operations of the COVID program.

  • Oversee a team of office support staff, trainer and couriers.


  • Ensure routine and adequate administration of COVID program, including coordination of personnel and supplies.

  • Monitor program budget and work closely with Director and managers to ensure program remains within budget

  • Facilitate hiring and training of staff, assignment to teams, assigning office space and/or telework assignments, ensure staff have equipment to perform their jobs

  • Review and develop reports related for donors and external agencies on program progress and finances

  • In conjunction with the director of finance, oversight of programmatic budget

  • Contribution to development of grant support

Required Knowledge, Skills, and Abilities: 

  • Knowledge of the principles and techniques of administration.

  • Knowledge of community health problems.

  • Knowledge of basic federal grant procedures.

  • Ability to plan, organize, implement and administer a health program.

  • Ability to make budget recommendations and control expenditures.

  • Ability to write grants.

  • Ability to develop and install program procedures

  • Ability to evaluate program effectiveness.

  • Ability to deal with program recipients, community groups and representatives of public and private agencies.

  • Administrative ability.

  • Ability to work effectively with people of diverse sexual orientation and ethnic, cultural and socio-economic backgrounds.

  • Ability to work independently with minimal direction; excellent problem solving skills

  • Ability to collect, analyze, interpret and present statistical data

  • Ability to problem-solve and flexibly respond to changing requirements

Preferred Knowledge, Skills, and Abilities:

  • Strong knowledge of the operation of complex public health services, especially in infectious disease programs

  • Experience with and understanding of transmission and other clinical characteristics of COVID-19

  • Understanding of the foundations of contact tracing and outbreak investigation

  • Significant supervisory experience, including experience leading teams in a fast-paced setting

  • Excellent communication skills (verbal and written)

  • Experience with Microsoft 365 programs

Required Experience:

  • Requirements - A bachelor's degree from an accredited college or university and two years of experience in health program administration, coordination, planning or supervision.

  • Equivalencies - Equivalent combination of education and experience.
