COVID-19 Investigation Outbreak Manager

This job is part of a temporary COVID response program that is being created to address the public health crises caused by COVID-19. Led by the Baltimore City Health Department, the COVID Program seeks to identify qualified personnel to fill a wide variety of roles in support of effective management of the COVID-19 pandemic. Working in a fast-paced and dynamic setting, COVID program staff will support case investigation, outbreak investigations, coordination of testing and sharing of results, organization of care services, and management of the COVID program.


The COVID-19 Outbreak Manager will oversee outbreak investigators as it relates to the BCHD COVID-19 response. This includes management of staff, hiring and training of staff, coordination with Maryland Department of Health and other partners, development of protocols, development and review of quality assurance reports, and ensuring aspects of the response are up to date with shifting epidemiology.

The scope of this position includes:

  • Overseeing outbreak investigators. Includes daily awareness of ongoing outbreaks in Baltimore City, ensuring outbreaks have been reported to Maryland Department of Health daily and appropriate control actions are taken. Compiling and reviewing weekly reports of outbreaks. Discussing how to control outbreaks with internal and external partners.

  • Close coordination and communication with the case investigation team and Infection Control Advisors

  • Coordination with internal (i.e. Dept of Aging, Epidemiology, Communications teams) and external (clinical partners, MDH, county health departments) stakeholders


  • Oversee COVID outbreak investigators

  • Oversee hiring and training of staff, assignment to teams, assigning office space and/or telework assignments, ensure staff have equipment to perform their jobs

  • Review and develop reports related to status of outbreak activities. Update health department leadership on status of outbreaks.

  • Ensure outbreaks are adequately assessed and prioritized. Ensure response activities are carried out in a timely way.

  • Coordination with infection control advising team, who do on-site visits to facilities with on-going outbreaks

  • Ability to read, understand, retain and transmit information about COVID-19.

  • Ability to work independently with minimal direction; excellent problem solving skills

  • Ability to work well under pressure with multiple competing priorities and deadlines

  • Demonstrated ability to lead and direct the work of others in a supervisory capacity

  • Ability to operate a personal computer.

  • Ability to collect, analyze, interpret and present statistical data

  • Ability to communicate effectively verbally and in writing

  • Ability to build and utilize spreadsheets in Excel

Required Experience:

Requirements - A bachelor's degree from an accredited college or university and two years of experience in health program administration, community or public health, epidemiology, nursing, biology or a related field

Equivalencies - Equivalent combination of education and experience.

Preferred Experience:

  • 5 years’ experience in Public Health

  • 2 years’ experience in conducting interviews or health education

  • Experience in public health, medical, epidemiology or a related field

  • Knowledge of public health response to emergent infections and/or communicable disease preferred

  • Highly competent at Microsoft Office including Word, Excel, Outlook, and PowerPoint

  • Master’s Degree
