COVID Epidemiologist Manager

This job is part of a temporary COVID response program that is being created to address the public health crises caused by COVID-19. Led by the Baltimore City Health Department, the COVID Program seeks to identify qualified personnel to fill a wide variety of roles in support of effective management of the COVID-19 pandemic. Working in a fast-paced and dynamic setting, COVID program staff will support case investigation, outbreak investigations, coordination of testing and sharing of results, organization of care services, and management of the COVID program.

Description:

The epidemiologist manager on the Baltimore City Health Department (BCHD) COVID-19 team will oversee a small team that will assist with data collection, cleaning, analysis, and interpretation of COVID-19 related data. The scope of this position includes compiling, merging, and cleaning data from several state and local data sets. Data sets includes data on COVID-19 test results, case investigation and contact tracing, COVID-19 testing sites, among others. The epidemiologist manager will analyze data and produce reports on a daily, weekly, and monthly basis. The scope also includes production of maps with GIS (geographic information system) software, with layers representing areas of disease and risk factors, and geocoding data.

The epidemiology team works in close coordination with other COVID-19 teams, including case and outbreak investigation and COVID-19 testing. The epidemiology manager will report to the chief epidemiologist.

Applicants should have experience working in a fast-paced environment, with short turnaround times for requests. Work requires considerable independent judgment and advanced knowledge of applied epidemiology for public health practice. Knowledge of managerial techniques and personnel policies and procedures is also required.

Duties:

  • Supervises a team of epidemiologist(s) and quality analyst(s), and oversees all epidemiology related work related to COVID-19, in conjunction with the chief epidemiologist. Provides scientific, administrative, and program direction and leadership.

  • Plans, directs, oversees, and manages epidemiologic studies and surveillance systems related to COVID-19. Provides recommendations on dissemination of program data, information, and findings.

  • Works closely with other team leads, including case investigation, contact tracing, outbreak investigation and COVID-19 testing leads.

  • Performs data and database management duties, data cleaning, and performs statistical analyses using code-based statistical software (e.g., Stata (preferred), R, SAS). Creates maps, produces data reports, fulfils data requests, and provides technical assistance.

  • Communicates with other epidemiologists, program managers and directors and coordinates on meeting program requirements.

  • Assists with program evaluation and monitoring activities.

  • Assists with producing data reports for grant reporting.

  • Other duties as assigned.

Required Knowledge, Skills and Abilities:

  • Knowledge of epidemiologic research methodology, epidemiologic data collection procedures, epidemiologic study design, descriptive and inferential statistics.

  • Knowledge of the principles and practices of the biomedical sciences and public health.

  • Knowledge of the objectives, scope, and functions of Federal, State and local health laws and regulations that apply to public health.

  • Knowledge of interviewing and investigating techniques used in the epidemiology of human disease, of the methods and practices for the control of human disease and of the causes and sources of contagion of communicable human disease.

  • Ability to apply advanced epidemiologic principles and methods in analysis of health data.

  • Ability to direct epidemiologic investigations or studies.

  • Ability to understand technical and administrative problems and constraints involved in formulating disease control or prevention recommendations.

  • Ability to collect, clean (including quality assurance and quality control), manage, analyze, evaluate, interpret, and summarize epidemiological and statistical data and data analysis findings using code-based statistical software (e.g., Stata (preferred), R, SAS).

  • Ability to prepare and present reports and recommendations clearly and concisely, both orally and in writing, to diverse audiences.

  • Ability to exercise initiative, imagination, resourcefulness and sound judgment.

  • Knowledge of the principles and practices of conducting public health surveillance.

  • Ability to identify public health problems that are pertinent to the population.

  • Ability to apply principles of good ethical/legal practice as they relate to study design and data collection, dissemination, and use.

  • Ability to assist in preparation of proposals for extramural funding.

  • Ability to create maps and map data using GIS (geographic information system) software.

  • Ability to participate in public health preparedness and response activities and to serve occasionally as agency’s Infectious Disease Duty Officer for off-hours calls.

  • Experience supervising others.

Required Education and Experience:

Requirements -

  • Education:

    • A master’s degree with a focus in epidemiology and at least 4 years’ work experience in epidemiology in a public health agency

    • OR A doctoral-level degree in epidemiology, supplemented with at least 2 years’ work experience at a Tier 2 Epidemiologist level

    • OR Other non-epidemiology professional degree or certification (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) with specific epidemiology training (e.g., MPH degree, CDC Epidemic Intelligence Service program) and at least 4 years’ work experience at a Tier 2 epidemiologist level (Tier 2 as described by the CDC/CSTE Competencies for Applied Epidemiologists in Governmental Public Health Agencies (Applied Epidemiology Competencies, available at https://www.cste.org/members/group.aspx?code=CSTECDCAEC)).

  • In addition, demonstrable experience creating maps and mapping data with GIS (geographic information system) software.

Equivalencies - Equivalent combination of education and experience.
