COVID-19 Trainer

This job is part of a temporary COVID response program that is being created to address the public health crises caused by COVID-19. Led by the Baltimore City Health Department, the COVID Program seeks to identify qualified personnel to fill a wide variety of roles in support of effective management of the COVID-19 pandemic. Working in a fast-paced and dynamic setting, COVID program staff will support case investigation, outbreak investigations, coordination of testing and sharing of results, organization of care services, and management of the COVID program.


The Trainer for the COVID Program will coordinate training of contact tracers, case investigators and outbreak investigators (as well as other personnel as needed).

The scope of this position includes:

  • Coordinate and ensure that contact tracers, case investigators and other COVID program staff undergo appropriate and timely training to fulfill job roles

  • Ensure that all training is appropriately documented; maintain and manage records of training required and received

  • Coordinate with all teams within the COVID program to monitor performance of contact tracers and case investigators; assist to ensure that initial and ongoing training and capacity development is tailored to meet performance needs

  • Coordinate with program partners (including external partners) to manage and develop training materials and platforms


  • Ensure all COVID program staff receive initial and follow trainings as appropriate

  • Facilitate and support the development of training tools and materials, for remote and in-person training platforms

  • Maintain up to date records of training provided to personnel; identify and flag training gaps. Coordinate with teams within the COVID program to update and tailor trainings to meet performance needs.

Required Knowledge, Skills, and Abilities:

  • Excellent computer skills, including high degree of comfort with Microsoft tools. Familiarity with online data platforms. Strong experience with remote meeting platforms.

  • Knowledge of key principles of health education

  • Familiarity with best practices in adult learning

  • Detailed orientated, meticulous attention detail

  • Ability to work effectively with people of diverse sexual orientation and ethnic, cultural and socio-economic backgrounds.

  • Ability to work independently with minimal direction; excellent problem solving skills

  • Ability to problem-solve and flexibly respond to changing requirements

  • Excellent communication skills (verbal and written)

  • Experience with and understanding of transmission and other clinical characteristics of COVID-19

  • Understanding of and experience with foundations of contact tracing and outbreak investigation

Required Experience:

  • Requirements - Bachelors’ degree with at least 3 years’ progressive experience in IT, health education, business administration

  • Equivalencies - Equivalent combination of education and experience.
