JOB SUMMARY

On behalf of our client, we are recruiting a Chief Executive Officer (CEO), to head the Trust’s Secretariat and oversee the day-to-day operations of the Trust under the authority of the Board of Trustees. The CEO is the senior-most employee of the Trust, responsible for planning, budgeting, revenue generation, compliance and fiscal accountability, oversight of grantmaking and evaluation, and the maintenance of a respectful professional environment. The position is full-time, with an initial commitment of three years; an attractive compensation package will be provided, commensurate with experience.

 

CLIENT BACKGROUND

The Trust is a newly established nation-wide non-profit independent institution whose purpose is “to serve as a catalyst for mobilizing long-term sustainable financing for conservation of biodiversity, sustainable use of natural resources, mitigation of and adaptation to climate change challenges and the relief of distress to the public due to pressure on critical ecosystems and landscapes in Tanzania or otherwise affecting the people of Tanzania”. It intends to play a significant role in managing private sector offset funding required as a consequence of industry activity, as well as managing funding streams from donor organizations who require these funds to be managed by non-profit and independent entities.

It is governed by a multi-sector Board of Trustees and intends to maintain close relationships with relevant government departments and assist the nation in meeting its national, regional and global environmental and climate obligations.

 

RESPONSIBILITIES

The CEO oversees the day-to-day operations of the Trust; in consultation with the Board he or she develops and implements medium and long term plans which ensure the Trust stays viable by offering clear value to clients, funders, civil society partners and the government. The CEO is responsible for ensuring the Trust’s operations and finances are efficient and accountable and that the Trust is in compliance with Tanzania laws and regulations and the terms of contracts with clients and funders. The CEO reports to the Board of Trustees and is entitled to attend meetings of the Board, as specified in the Trust Deed. The CEO is bound by the Trust’s policies with respect to conflict of interest, financial management and personnel management.

 

The CEO may be called upon to serve as the Secretary to the Board of Trustees. In this case, the CEO is responsible for the duties of the Secretary as specified in the Trust Deed. As CEO, his or her specific responsibilities include:

 

1. OPERATIONS

  • Oversee the day-to-day operations of the Secretariat, which encompasses the full and part-time employees of the Trust, as well as consultants, contractors and other parties delivering services on behalf of the Trust.
  • Oversee the integrity of the Trust’s financial operations, including grantmaking, procurement, investment and reporting, primarily through oversight of dedicated personnel and the implementation of appropriate policies and procedures.

 

2. STRATEGY & PLANNING

  • Along with the Board of Trustees, engage in long and medium-term strategy development; track developments in the field, funding trends, industry developments and similar indicators of future challenges and opportunities.
  • Develop annual and multi-year plans and associated budgets and cash flow projections; update these as necessary and keep the Board regularly apprised of progress towards targets.
  • To prepare regular reports to the Board, on a schedule determined by the Board, but no less than twice a year.

 

3. FINANCIAL VIABILITY/SUSTAINABILITY

  • Serve as the chief “revenue generation” officer for the Trust, leading in identifying potential clients/funders and markets for the Trust’s services. The CEO is responsible for the critical stages of client/funder relationship, including the timely submission of bids and proposals, necessary follow-up, and negotiation of MOUs, contracts, grant agreements and other documents for approval by the Board of Trustees.
  • Ensure the Trust employs a competent chief financial officer (e.g. Finance Manager or equivalent), follows approved policies, laws and regulations, and the terms of contracts, and maintains adequate financial controls.
  • Ensure policies related to Conflict of Interest, self-dealing, dealing with dis-qualified persons and related policies are consistently implemented.

 

 

 

 

 

4. GRANTMAKING

  • Ensure the Trust has credible, efficient and accountable grantmaking policies, procedures and systems in place. Ensure the Trust employs Program/Field Officers with necessary qualities and experiences.
  • Ensure the Trust’s relationship with grantees is professional and respectful, that instructions and requirements are clear, that misunderstandings and problems are addressed and the Trust’s interests protected.

 

5. PERSONNEL

  • Oversee senior personnel directly and ensure that senior personnel exercise appropriate oversight over their assigned direct reports.
  • Ensure that personnel/human resources policies are followed, that the Trust maintains a respectful, inclusive and supportive work environment free of harassment, and that the Trust is in compliance with Tanzanian labour law.

 

6. COMMUNICATIONS & REPRESENTATION

  • Serve as the chief spokesperson for the Trust, in consultation and cooperation with the Chair of the Board. With the Chair, and/or other Trustees so delegated by the Board, represent the Trust in meetings with government ministries and agencies, with the private sector, with academia, partners, foreign entities, with other conservation trust funds, and other parties.
  • Ensure communications from the Trust are accurate and professional. Ensure that all important communications are safeguarded.
  • Ensure the Trust has adequate crisis management communications plans and procedures in place.

 

7. REPUTATION & RISK

  • Ensure that the Trust’s reputation for integrity and accountability are maintained. Monitor the Trust’s image and reputation with authorities, donors, clients, partners and other actors.
  • Ensure the Board of Trustees is apprised of all developments affecting the operation, reputation and integrity of the Trust.
  • Keep apprised of best practices, as these are developed and from time to time updated, within the conservation community, the Conservation Finance Alliance, donor bodies and other relevant bodies.

 

8. OTHER DUTIES

  • Perform such other duties as may be specified by the Board of Trustees, consonant with the responsibilities of the CEO of a Tanzanian nonprofit Trust and the reasonable demands of a conservation trust fund CEO.

 

 

 

 

 

 

QUALIFICATIONS

  1. Commitment to the mission and aims of the Trust; familiarity (or the ability to quickly achieve familiarity) with biodiversity conservation issues, climate change mitigation and adaptation, conservation finance, protected area management and related issues.
  2. At least 5 years of experience in a senior leadership position, with oversight of staff, budget, operations in institutions with at least $1 million in annual revenues/expenditures. Demonstrated ability to manage individuals fairly and effectively.
  3. Advanced degree in a field relevant to the work of the Trust (natural resource/environmental management, biological/ecological sciences, business, nonprofit management).
  4. Demonstrated skill, experience and success in revenue generation, with an emphasis on raising funds from multilateral and bilateral aid agencies, foundations, and corporations. Revenue generation will be a key responsibility of the CEO.
  5. Excellent interpersonal and communications skills, and the ability to work with groups and organizations across sectors (nonprofit, private, government, international development).
  6. Experience in working with international aid and development agencies, foundations and corporations, and experience with multi-sector partnerships will be an added advantage.
  7. Be a highly energetic, self-starting, entrepreneurial and creative individual who can express/recognize ideas, opportunities, and communicate goals and objectives clearly.
  8. Experience working with and reporting to a Board of Trustees/ Directors is very useful.
  9. Excellent written and spoken English and Kiswahili. Comfortable presenting at the highest levels. Tanzanian citizen or resident with long term engagement in conservation in Tanzania
