KEY RESPONSIBILITIES

Technology Strategy & Innovation:

  • Develop and execute a comprehensive technology strategy aligned with NYSTEC’s mission, strategic plan, and client service model.
  • Lead digital transformation initiatives including cloud adoption, automation, artificial intelligence, and next-generation platforms.
  • Foster a culture of innovation while balancing foundational IT stability, performance, and service delivery.
  • Guide enterprise architecture and long-term technology roadmaps that enable scalability, agility, and security.

Client & Service Enablement:

  • Align IT strategy and resources with client delivery models to enhance scalability, reliability, and value.
  • Collaborate with service delivery, business development, and operations teams to co-develop and implement tech-enabled solutions that meet client needs.
  • Serve as a strategic technology liaison, translating technical capabilities and constraints into business-aligned decisions.
  • Establish frameworks for cross-functional and partner collaboration, including integration standards, shared timelines, and performance metrics.

IT Service Delivery & Operations:

  • Provide strategic oversight for IT service management functions, including the IT Help Desk and IT support services.
  • Manage and mature IT service delivery capabilities by developing the help desk team, which includes a manager and five system administrators, and standardizing service management processes.
  • Oversee core IT operations infrastructure, systems uptime, availability, and user support.
  • Strengthen coordination between service management, application support, and other IT units.

Security & Risk Management Partnership:

  • Partner closely with senior information and security leaders to align operational priorities with enterprise security strategy.
  • Ensure the CTO function complements the maturity of the information security team while advocating for secure and efficient technology delivery.
  • Oversee IT compliance, governance, and continuity planning.

Organizational Design & Talent Strategy:

  • Lead organizational design efforts to align IT structure with evolving business and client needs.
  • Attract, recruit, and develop high-performing technology teams.
  • Coach and mentor IT leadership and staff, promoting a learning culture and continuous improvement.
  • Build succession planning strategies and talent pipelines within the IT function.

Data Strategy & Analytics:

  • Lead enterprise-wide data governance, analytics platform development, and system integration.
  • Ensure access to trusted, secure, and high-quality data through platforms like Microsoft Fabric and data warehouses.
  • Implement and manage efficient data pipelines and reporting mechanisms.

QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field; Master’s preferred.
  • 10+ years of progressive leadership in technology with experience as a CTO or senior IT executive.
  • Demonstrated success in IT service delivery, infrastructure, cybersecurity, digital transformation, and innovation.
  • Experience leading organizational design and building high-performing teams.
  • Deep understanding of enterprise platforms (e.g., ERP, HRIS), analytics systems, and service management frameworks.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Experience in professional services or complex, matrixed environments is highly desirable.

Supervisory Responsibilities:

Direct and manage technology leadership across infrastructure, help desk, enterprise systems, security, and analytics.

This role ensures NYSTEC’s technology foundation is strong and secure, while also promoting forward-looking innovation and digital capability to support future growth.

LOCATION & IN-PERSON PREFERENCE

NYSTEC has offices in Rome, NY; Albany, NY; and New York City. The majority of the senior leadership team is based in Rome and Albany. While the organization supports flexibility, it is preferred that the Chief Technology Officer maintain a strong in-person presence in either the Rome or Albany office. Hybrid work arrangements may be considered once the leader is fully established in the role.

COMPENSATION

Salary is competitive and will be determined based on the candidate’s experience, qualifications, and the organization’s compensation structure. A general range for this role is $215,000-$300,000.

NYSTEC core employees are eligible to participate in NYSTEC’s annual incentive award program, which is a percentage of fiscal year earnings, based on performance and subject to the Board of Directors’ approval.
