Project Contract Lead – RMF & Cybersecurity Services

We are seeking a seasoned Project Contract Lead to oversee the full Risk Management Framework (RMF) lifecycle at the U.S. Air Force Academy. This role drives critical cybersecurity initiatives protecting systems that support thousands of cadets, faculty, and operations personnel.

Key Responsibilities:

  • RMF Program Leadership: Lead all six phases of the RMF process (Prepare through Monitor), serving as a senior advisor to the Information System Security Manager (ISSM) and Authorizing Official (AO).

  • Security Documentation: Develop and maintain system security plans (SSPs), assessment plans (SAPs), security assessment reports (SARs), plans of action and milestones (POA&Ms), contingency plans, and authority to operate (ATO) packages in eMASS.

  • Control Implementation & Assessment: Align FIPS 199/200 impact categorizations to NIST 800-53 Rev. 5 controls. Direct implementation, validation, and continuous monitoring efforts.

  • Incident & Vulnerability Management: Lead incident response operations, vulnerability scanning using ACAS/Tenable/Qualys, and ensure timely remediation.

  • Stakeholder Engagement: Present to Air Force leadership, coordinate with program managers, and manage external assessment activities and RMF scorecard reviews.

  • Team Development: Mentor and guide a multidisciplinary team (ISSO, ISSE, SCAR, Assessors), cultivating a culture of compliance and readiness.

Minimum Qualifications:

  • Ability to report onsite at USAFA within one hour during core working hours (Mon–Fri, 0730–1700 MT).

  • Eligibility for, or possession of, an IT-II / Tier 3 background investigation.

  • Proven experience leading multi-system RMF or DIACAP-to-RMF transitions within a DoD or Federal setting.

  • Demonstrated success in delivering complex cybersecurity projects on time and within scope.

Preferred Qualifications:

  • Certifications such as PMP, CISSP, CISM, CAP, or GSLC.

  • Advanced expertise in eMASS workflows and data import methodologies.

  • Experience in securing large-scale, distributed user environments (>5,000 users).

  • Bachelor’s degree (ABET or CAE-CD accredited) in IT, Cybersecurity, Computer Science, Information Systems, or a related field.
