Vice President, Human Resources

Summary: Responsible for the oversight of the organization’s Human Resources function including talent acquisition and retention, compensation and benefits administration, labor/employee relations, compliance, staff development and policy/procedure development, reporting, and conflict management. This functional head of HR will lead a team and build out the Talent and People Operations function while also supporting culture and employee engagement during a period of rapid growth.


Position Responsibilities: 

· Develop, update, and implement HR policies, procedures, and employee guidelines in compliance with state and federal legal requirements

 · Provide advice and counsel on human resources policies and procedures ensuring consistent application of these programs

 · Develop and oversee the operations of the Human Resources Department which is currently a team of three.

 · Work with employees and managers to resolve employee relation’s issues including investigations and review when needed. Identify and facilitate the resolution of potential HR problems and conflicts, work closely with Labor Union. Investigate employee complaints and grievances, and work with appropriate department directors to resolve.

 · In collaboration with managers and supervisors, manage staffing requirements and ensure employees are recruited and selected using nondiscriminatory employment procedures and policies

 · Create and implement programs that support employee development and retention

 · Provide coaching to employees and recommend internal and external programs or other professional or executive training. Present staff in service programs as needed.

 · Oversee, and seek to continuously improve, new employee orientation and annual employee review programs.

 · Administer employee retention and culture programs, as well as manages employee recognition, awards, and special events 

 · Maintain a current, comprehensive, and equitable wage and salary program through job analysis, salary surveys, and economic trend analysis

 · Administer benefit programs, including group health and life insurance plans and retirement plans.

 · Review unemployment compensation claims and represent Administration at hearings. Administer worker’s compensation plan and OSHA compliance. Ensure occupational illnesses and injuries are recorded and maintained as required by OSHA and state law

 · Coordinate employee health services functions, including pre-employment physicals, annual physicals, and maintenance of health and injury statistics as required by law

 · Effectively perform fiscal management functions of the Human Resources Department

 · Complete documents and reports required by the county, state and federal agencies in an accurate and timely manner

 · Develop relationships with healthcare agencies and organizations that will benefit our growth and success

 · Implement and maintain quality management activities necessary to effectively operate the department. Coach and mentor HR Staff. Provides timely performance feedback and formal annual reviews

 · Promote a safe and harassment free work environment.


Position Requirements:

 · 10+ years’ experience in Human Resources with at least 5 years managing a team to support the full employee life cycle including Talent Acquisition, Onboarding, Benefits and Payroll Administration, HR Systems, Performance and Talent Development.

 · Bachelor’s Degree in Human Resources, Psychology, Communications or similar field.

 · CA Wage and hour experience, managing compliance as it relates to overall wage and benefits

 · Multi-state experience, growing outside of California 

 · Experience with managing Payroll and Benefits internally (company does it internal today; not through a PEO)

 · Experience negotiating and administering health and wellness benefits programs

 · Familiar with high growth organizations, 300+ employees

 · Broader HR capabilities and strategic vision – could potentially develop into CPO
