CSEngineering is looking to add a Cost Analyst to our growing team! This position will provide analytical support, financial and business process analysis and documentation of data, and modeling to NOAA. This position is supporting the Center for Satellite Applications and Research (STAR).

CLIENT OVERVIEW

CSEngineering provides a wide range of project/program management support services within and in support of the execution of programs in the Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite Data and Information Services (NESDIS) Offices. This includes such activities as supporting acquisition planning forecasts, developing and analyzing schedules, assist in developing requirements documents, assists in collecting and analyzing market research data to establish technical requirements and budget estimations to include spend plans, reporting and generating cost estimates and cost analyses, performance, executive briefings, for satellites and ground space systems and projects. The objectives of this effort are to augment/support Government expertise in ground and space acquisition, earned value management (EVM) reporting, schedule, cost estimation and cost analysis.

JOB RESPONSIBILITIES

  • Develop and maintain a Program Office Estimate (POE) following the appropriate procedures and guidelines established by NOAA.
  • Prepare and document all estimates to support the Government budget process.
  • Prepare briefings to support reviews by the program office and outside oversight agencies
  • Maintain an archive of all cost estimates and briefings as required
  • Perform earned value management analysis of JPSS Flight and Ground contractors cost/schedule/technical data as provided by NASA
  • Conduct sufficiency reviews of NASA data, estimating methodologies and basis of estimates to determine their completeness, reasonableness and consistency.
  • Develop “what-if” scenarios in response to Program office requirements, higher headquarters and congressional inquiries.
  • Perform Life Cycle Cost analysis, sensitivity analyses, cost/budget excursions
  • Provide Rough Order of Magnitude estimates, estimates of Engineering Change Proposal requirements and system support cost estimates
  • Provide Cost/Benefit analyses, cost risk analyses, special studies and cost estimates while provide

REQUIRED SKILLS AND QUALIFICATIONS

Security Clearance:Public Trust

  • Bachelor’s Degree with 4 years of comparable experience or 8 years of comparable experience
  • Must possess an understanding of the budget allocation, execution, and administration process.
  • Must have the proven ability to monitor and track obligation and expenditure of funds, detect, reconcile and remedy fiscal discrepancies, and provide cost effective, insightful reporting to decision makers.
  • Must be able to demonstrate expertise in a variety of the field's concepts, practices, and procedures.
  • Must require minimal supervision.
  • U.S. Citizenship required
  • Must be able to obtain and maintain a Public Trust security clearance
