Responsibilities:

The Business Analyst (BA) will support enterprise-level system modernization efforts by conducting comprehensive business and systems analysis, with a focus on legacy mainframe replacement and implementation of web-based, client-facing solutions in the Human Services domain. The BA will elicit, document, and validate requirements; produce business process documentation and user stories; and support quality assurance activities including test planning and defect tracking. The role includes stakeholder engagement, process reengineering, and collaboration across cross-functional teams to ensure solutions align with business needs and regulatory requirements.

  • Elicit, analyze, and document as-is and to-be system requirements using standard methodologies and tools (e.g., user stories, process flows, data dictionaries, UI mockups).
  • Conduct systems analysis of legacy mainframe systems and translate business rules for modern platforms.
  • Engage with diverse stakeholders (e.g., state agencies, local districts, end-users, technical teams) to gather and validate requirements.
  • Develop test cases, support QA efforts, and assist in organizing and automating testing deliverables.
  • Lead or contribute to peer reviews of requirements and design documentation.
  • Support business process reengineering and optimization aligned with federal and state program requirements.
  • Manage and prioritize product backlogs, support Agile or hybrid Agile delivery models, and contribute to roadmap planning.

 

Qualifications:

  • 4+ years of experience as a Business Analyst on enterprise software projects.
  • Experience in business and systems analysis, requirements elicitation and documentation, and quality assurance planning.
  • Proven ability to work with technical and business stakeholders across the SDLC.


Preferred Qualifications:

  • Experience in legal, adjudicative, or human services domains such as fair hearings, child support, or eligibility systems.
  • Strong understanding of Agile or hybrid Agile methodologies, including backlog grooming and roadmap development.
  • Experience analyzing mainframe systems (e.g., COBOL) and documenting logic for modernization.
  • Proficiency in documenting user stories, use cases, data specifications, and UI prototypes.
  • Experience conducting gap analyses and leading business process optimization initiatives.
