ENVIRONMENTAL PLANNING MANAGER

ELMT Consulting is a leading environmental planning and consulting firm dedicated to providing sustainable solutions for a wide range of development projects. ELMT Consulting supports a virtual work environment except when there is need to visit project sites and customers’ offices. Our projects are located throughout California, but principally in Riverside and San Bernardino Counties.

- Have a strong understanding of the entitlement, regulatory and environmental review processes within the California Environmental Quality Act (“CEQA”), National Environmental Policy Act (“NEPA”), and other state and federal laws and regulations.

- Have successfully proposed, developed, and executed business development plans.
- Have an entrepreneurial mindset and are enthusiastic about protecting the natural environment supporting local and regional projects
Key Responsibilities:
- Lead, develop, and execute proposal development efforts for the company.
- Manage and prepare technical documents (e.g., Initial Studies [IS], Mitigated Negative Declarations [MNDs], Environmental Impact Reports [EIR], Environmental Assessments [EAs]) and other CEQA/NEPA documentation, and entitlement/regulatory applications and other CEQA/NEPA documentation for clients.
- Project Management: Coordinate and collaborate with interdisciplinary teams, clients, and regulatory agencies to facilitate the CEQA process from inception to completion.
- Environmental Analysis: Conduct thorough environmental analyses, assess potential project impacts, and recommend mitigation measures to minimize adverse effects on the environment.
- Public Outreach: Engage with stakeholders, community members, and public agencies to facilitate public review processes and hearings related to CEQA documents.
- Regulatory Expertise: Stay current with CEQA guidelines, regulations, and emerging environmental issues to ensure compliance and provide strategic guidance to clients.
Qualifications:
- Bachelor’s or Master’s degree in Environmental Planning, Environmental Science, Urban Planning, or Biological Sciences
- 8-10 years of environmental planning experience in the Southern California marketplace, preferably with a focus on CEQA compliance and environmental impact assessment
- Strong understanding of CEQA regulations, guidelines, and environmental laws in California
- Excellent written and verbal communication skills, with experience in technical writing and report preparation
- Ability to manage multiple projects simultaneously, prioritize tasks effectively, and meet deadlines
- Proficiency in GIS software and environmental impact assessment tools is a plus
- Professional certifications (e.g., AICP, CEQA Practitioner) preferred
