Ecuador Multi-Domain Awareness Senior Advisor
Are you looking to make a difference in security cooperation?
Sincerus is looking for an experienced capacity building professional to provide expert advisory services as an embedded Senior advisor to the Government of Ecuador’s (GoE) Ministry of Defense (MoD) in support of Global Defense Reform Program (GDRP) initiatives. GDRP is a US State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. The embedded Senior Advisor will work with the MoD and coordinate with all necessary partners, including Ecuadorian stakeholders as well as the US Embassy, to conduct assessments, provide recommendations, and support ongoing initiatives, related to enhancing multi-domain Awareness. The Advisor will serve in a full time, embedded, twelve-month long commitment abroad in Quito, Ecuador.

Advisor duties and responsibilities:
The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to support multi-domain awareness and border protection, including policy, procedure, and protocols. The Senior Advisor will be embedded in the GoE MoD Joint Command (COMACO) and shall also advise the MoD and support enhancing Multi-Domain Awareness within the GoE.

The Senior Advisor shall:

  1. Develop strong professional working relationships with key stakeholders in MoD and then act as a trusted advisor to them. This includes supporting working groups and/or initiatives already underway.

  2. Conduct comprehensive assessments and landscape analysis of the MoD and COMACO regulations, staff, policies, and existing operating procedures, aimed at evaluating the effectiveness and gaps in current processes related to multi-domain awareness strategies, doctrine, and protocols.

  3. Share expertise, advisory, guidance, and recommendations with Ecuador’s defense institutions as relevant on how to assist in building the capacity of and coordination between security sector institutions responsible for multi-domain awareness and border protection.

  4. Coordinate with other US-funded advisory and capacity building efforts to ensure complementary programming.

  5. Actively engage in change management by collaborating with leadership to manage the change process and mitigate obstacles and disruptions during reforms.

  6. Where other barriers to institutional change and strategic planning exist, work to identify those barriers, advise GoE and MoD to overcome them.

  7. Establish metrics and monitoring tools to evaluate the progress of multi-domain enhancement, including understanding impact and identifying course corrections as needed to ensure objectives are met.

  8. Integrate into the U.S. Embassy security cooperation structure in order to share information, expand connections, and bolster relevant projects underway.

REQUIRED Qualifications:
a. U.S. citizen with an Active Secret Clearance
b. Master's degree in International Relations, Defense/National Security, Political Science, or related studies AND at least six (6) years of U.S. military and/or civilian professional experience with multi-domain awareness and border protection (i.e., Maritime Domain Awareness Programs or Border Protection Strategy).

Bachelor's degree in International Relations, Defense/National Security, or a related studies field AND at least ten (10) years of U.S. military and/or civilian professional experience with multi-domain awareness and border protection (i.e., Maritime Domain Awareness Programs or Border Protection Strategy).
c. Have reached, at a minimum, the rank of O-5 in the military, or equivalent in a
civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
d. Minimum of two (2) years of experience developing multi-Domain awareness and border protection strategy, policy, or procedures.
e. Five (5) years of experience in maritime domain awareness, maritime operations, and intelligence/information management, fusion, and support.
f. At least two (2) years of experience working on either the Joint Staff, another Major Staff within DoD, in the office of the secretary of Defense, in the Department of Homeland Security, in the U.S. Coast Guard, in the U.S. Customs and Border Protection, or another equivalent maritime domain and border protection-responsible office in the U.S. government interagency.
g. Minimum of one (1) year of experience advising or conducting joint planning with senior foreign military, senior foreign civilian law enforcement, or senior foreign government officials. Non-resident or intermittent advisory experience may count toward some or all the required two years of prior experience, if the advising took place in-person with the foreign government representative(s).
