The Role
The VP of Federal Growth will own and drive Incept's federal business development strategy. This person will be responsible for building agency relationships, identifying and shaping opportunities, leading capture efforts, and positioning Incept
Responsibilities
Growth Strategy
- Define and execute a federal growth strategy targeting civilian and/or defense agencies with data governance and data management modernization needs
- Identify and prioritize target agencies based on your existing relationships and understanding of agency spending patterns and procurement cycles
- Develop pipeline goals, revenue targets, and win rate metrics
- Advise executive leadership on contract vehicle positioning, teaming, certifications, and strategic investments
Agency Relationships and Business Development
- Leverage your existing network of program managers, CIOs, contracting officers, and small business liaisons to create opportunities for Incept
- Represent Incept at industry days, agency forecast briefings, and GovCon events (AFCEA, ACT-IAC, and similar)
- Build trusted advisor relationships with agency decision-makers in IT modernization, data management, and enterprise services
- Engage agency small business offices and OSDBU representatives to increase visibility for set-aside and sole-source opportunities
Capture Management
- Build and run a capture management process: pipeline tracking, gate reviews, bid/no-bid decisions, competitive intelligence, and win theme development
- Lead pre-RFP shaping activities including responses to Sources Sought, RFIs, and draft RFP comments
- Monitor SAM.gov, GSA eBuy, and agency procurement portals to identify opportunities 12-18 months ahead of solicitation
- Develop and manage teaming relationships with complementary firms for prime and subcontract positioning
Proposal Leadership
- Lead proposal efforts for federal prime contract bids, including technical approach, management volume, past performance, and pricing strategy
- Build a reusable proposal library and coordinate with technical delivery leadership to ensure proposals reflect actual capabilities
- Manage the full proposal lifecycle from RFP analysis through submission, orals preparation, and post-award debriefs
Contract Vehicle Strategy
- Maximize utilization of existing contract vehicles and identify opportunities to pursue positions on additional GWACs and IDIQs as on-ramps open
- Evaluate Mentor-Protege, joint venture, and strategic teaming opportunities that accelerate access to larger contract vehicles
Required Qualifications
- 15+ years of combined experience in federal government service and/or federal business development, with substantial time spent on the government side (program management, IT leadership, contracting, or acquisition roles)
- Deep, current relationships with senior leaders (CIO, Deputy CIO, program managers, contracting officers) at one or more civilian agencies such as DHS, HHS, USDA, VA, DOE, or relevant DOD components
- Demonstrated track record of winning federal prime contracts in the $1M-$50M+ range in IT services, data management, or related professional services
- Hands-on experience with the full federal capture lifecycle: pipeline development, pre-RFP shaping, proposal leadership, and post-award transition
- Familiarity with federal contract vehicles including GSA MAS, GWACs (8(a) STARS III, Polaris, Alliant, CIO-SP3/4, OASIS+), and agency-specific IDIQs and BPAs
- Understanding of small business set-aside programs, socioeconomic contracting goals, and how agencies leverage these mechanisms
- Experience with data governance, data quality, master data management, or enterprise data management programs in a federal context
Preferred Qualifications
- Former federal senior executive (SES) or GS-15 in IT, data management, CIO office, or acquisition at a civilian or defense agency
- Familiarity with enterprise data platforms in federal deployments
- Experience building or scaling a federal practice at a small or mid-size firm
