Senior Program Manager - Job Description

Location:  On-site in Fort Belvoir, VA

Qualifications:

• Active Top-Secret

• Program or Project Management Professional (PgMP/PMP) certified

• ITIL v3 certified

• Must have at least 5 years of DoD Army experience

Position Overview:
We are seeking a highly experienced and results-driven Senior Program Manager to lead a complex and dynamic program within our organization. The ideal candidate will possess a deep understanding of cloud operations, program management, and client relations. This individual will oversee the execution of large-scale programs, ensuring that they meet client objectives, operational goals, and financial targets, while also providing technical guidance to contractor teams. The Senior Program Manager will play a critical role in achieving strategic objectives, identifying risks, and implementing mitigation strategies to ensure success.

Key Responsibilities:

Client Management

• Build and maintain a comprehensive knowledge base of each client's business, organization, and objectives
• Manage day-to-day client interactions to ensure satisfaction and success
• Set and manage client expectations, ensuring all deliverables meet or exceed expectations
• Effectively communicate with clients to understand their needs and offer alternative business solutions
• Continuously seek opportunities to enhance customer satisfaction and deepen client relationships

Program/Project Management

• Achieve operational objectives and contribute insights and recommendations to strategic plans and reviews.
• Implement and maintain productivity and quality standards across the program.
• Provide clear technical direction and guidance to contractor staff to ensure the contract’s requirements and expectations are met.
• Define success criteria, monitor progress towards results, and ensure compliance with contract terms.

Risk and Financial Management:

• Identify potential risks and develop effective mitigation strategies to ensure program success.
• Meet financial objectives by forecasting resource needs, preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions where necessary.

Leadership & Oversight:

• Manage multiple, multi-tiered projects simultaneously, ensuring that each project is delivered on time, within budget, and to scope.
• Lead and mentor a team of project managers, ensuring they have the necessary support and guidance to execute their responsibilities.
  

Required Qualifications:

Experience:

• Minimum of 10+ years of experience in program management, with at least 5 years in cloud operations.
• Minimum of 5 years of experience supporting the DoD Army
• Demonstrated experience managing client relationships, setting expectations, and delivering successful outcomes.
• Demonstrated experience with Agile Development
• Proven track record of achieving operational goals and providing strategic input to senior leadership.
• Experience implementing and enforcing productivity and quality standards across large-scale programs.
• Expertise in identifying risks, developing mitigation strategies, and managing project finances.
• Significant experience managing multiple, multi-tiered projects and teams simultaneously.

Education:

• Bachelor’s degree in business administration, Computer Science, Information Technology, Information Security, or a related field.

Certifications:

• Program or Project Management Professional (PgMP/PMP) certified.
• ITIL v3 certified.

Security Clearance:

• Active Top-Secret security clearance

Additional Requirements:

• U.S. Citizen.
