Role Overview: The Enterprise Architect serves as the senior architectural authority for Ecuador’s New eSIGEF modernization initiative. This role is the primary strategic bridge between the national public-sector modernization roadmap and the Government of Ecuador's functional business processes.
You will be responsible for ensuring that the transition from legacy financial management systems to a modern, cloud-based, microservices architecture complies with public financial management regulations, institutional realities, and long-term sustainability goals.
Primary Responsibilities
- Strategic Blueprinting - Lead the design and delivery of the Detailed Solution Architecture for the New eSIGEF pilot, covering business, application, data, and technology layers.
- Stakeholder Alignment - Act as the lead technical advisor to Ministry of Economy and Finance leadership, translating complex cloud, platform, and microservices concepts into clear, decision-ready business value aligned with the Sistema Nacional de Finanzas Públicas (SINFIP) framework.
- Enterprise Governance & Standards - Define and enforce enterprise architecture principles, standards, and patterns across all project workstreams, ensuring consistent use of the Microsoft Azure ecosystem and approved governance protocols.
- Cross-Discipline Coordination - Collaborate closely with senior specialists responsible for data architecture and cybersecurity to ensure all architectural domains are fully aligned under a single enterprise vision.
- Government Engagement - Participate in architecture reviews, technical briefings, and milestone validations with senior government officials and technical counterparts.
Reporting & Coordination
- Reports to Project Leadership.
- Provides architectural direction and oversight to all technical and functional teams participating in the pilot.
- Interfaces directly with MEF executive and technical leadership.
Required Qualifications
- Professional Experience: Minimum 12 years in Enterprise Architecture, with a strong emphasis on public-sector or government-scale systems.
- Mandatory Certification: TOGAF 9 (Level 2) or Zachman Framework Certified.
- Technical Context: Proven track record modernizing Government Financial Management Information System (GFMIS) / Integrated Financial Management Information System (IFMIS) or government-wide financial systems (e.g., SIAF, treasury, budget, accounting platforms).
- Languages:
*Spanish: C1 (Fluent)
*English: C1 (Professional)
Physical Requirements:
· Must be able to remain in a stationary position 50% of the time.
· Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
· Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
