Do you have an interest in institutional capacity building and improving security sector governance? WE are seeking an experienced Senior Logistics Advisor (Organizational Level) to provide the Kenyan Defense Forces the necessary logistics, maintenance and supply chain management advisory services required to support their national security.

This position is part of the Office of Regional Peace and Security in the Department of State’s Bureau of African Affairs (AF/RPS) which seeks to advance U.S. foreign policy goals in sub-Saharan Africa by developing and implementing peace and security policies and programs to create a more secure, stable, and prosperous Africa. The senior logistics advisor will serve in a full time, embedded, twelve-month long commitment abroad in Nairobi, Kenya, and other satellite locations of training. The advisor shall work the same hours as their Kenyan counterparts, approximately forty-eight (48) hours per week. The advisor shall participate in all training events where possible.

Scope of Work/Required Tasks

  • Provide Advisory Services to the various Logistics, Maintenance, and Supply organizations throughout the place of performance.
  • Provide Advisory Support to the Host Nation Logistics, Maintenance and Supply Depot.
  • Provide Ongoing Monitoring for all indicators, as provided by Department of State Monitoring and Evaluation (M&E) team following award of the contract.

     

    Required Experience and Qualifications

    • 6 years of experience and a Bachelor’s degree with a concentration in logistics and supply chain management, research & evaluation, and/or other related fields.
      • Achieved the rank of O-5 in the military, or GS-14 (GG-14, NH-04, FS-02) in the federal government, or equivalent rank in the private sector
        • Current TS Clearance or secret clearance with ability to obtain a TS Clearance.
        • 3 years working in a sub-Saharan Africa partner nation as a logistics advisor to partner nation militaries.
        • 5 years’ hands-on experience working in a U.S. military logistics career field at the Battalion (S-4) section or equivalent level, with at least two years working at the Brigade or equivalent Staff level.
        • 4 years’ experience with supply sourcing systems and military resourcing systems.
        • Demonstrated adherence to quality standards and reviews program deliverables.
        • Demonstrated research, analytical, and problem-solving capabilities.
        • Demonstrated ability to successfully work with customers/clients, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
        • Demonstrated proficiency with Microsoft Office software to include Word, Power Point, Teams, Excel (advanced) and SharePoint. List examples showing advanced skills, e.g., presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA language.
        • Provision of Certification in MS Office through industry recognized provider (e.g., Certiport, Coursera, etc.) is required.
