The U.S. Army Program Executive Office (PEO) Command, Control and Communications – Tactical (C3T), Project Manager Tactical Networks (PM TN), Product Lead Allied Information Technology (PdL AIT) supports the U.S. Army’s Security Cooperation mission by developing, delivering and sustaining effective, enduring, and timely customized security cooperation (SC) projects supporting the Warfighter’s Partner Nation (PN) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) capacity building requirements and interoperability.
The Enterprise Network Architect – Embedded Technical Advisor (ETA) performs resident (in-country) technical advisory (consultative) support to a Partner Nation (PN) in support of PdL AIT Program Manager. This is a full-time and on-site (in-country) resident position within a Baltic Sea country. ETA must be detail-oriented, and have in-depth knowledge of enterprise network infrastructure design, engineering and sustainment, joint information networks doctrine, and command and control platforms interoperability. ETA must have practical experience in requirements and stakeholder management, and systems engineering.
ETA candidates shall assist and advise the PdL AIT Program Manager, Security Cooperation Organizations (SCOs), and the Partner Nation to achieve interoperability of U.S. furnished C5ISR information network infrastructure and command and control (C2) platforms.
Duties and Responsibilities:
Support Partner Nation (PN) with resident (in-country) technical advisory (consultative) support services to enable the maturation, implementation and sustainment of the Baltic Sea Integrated Air and Missile Defense (IAMD) Significant Security Cooperation Initiative (SSCI) C5I interoperability goals and objectives to augment the Benefitting Country’s Federated Mission Network (FMN) / Mission Partner Environment (MPE).
Analyze, evaluate, assess, and provide recommendations of, written or otherwise, the design and engineering of the Benefitting Country’s IAMD FMN/MPE information network infrastructure, command and control platforms, interoperability, system sustainment activities, policies and procedures consistent with BIAMD SSCI C5I interoperability goals and objectives
Support C5I strategic to tactical interoperable network development and future information sharing among IAMD nodes, to/with U.S., Baltic Region and other NATO allies through incremental joint capability-based assessments and systems requirements reviews with Benefitting Country IAMD warfighter representatives, requirements owners, U.S. Office of Defense Cooperation (ODC), U.S. European Command (EUCOM) and Components, and U.S. Program Offices
Support BIAMD SSCI related events and project(s) coordination, reviews, decision meetings, briefings, reports and documentation between Benefitting Country, U.S. Government, U.S. EUCOM and Components, and U.S. Government Contractor (Systems Integrator)
Ability to travel in support of the Benefitting Country may be required to either Lithuania, Latvia, Estonia or Germany
Reporting: Prepare weekly, monthly / quarterly reporting, advisement, and action-officer level support PdL AIT Program Manager
This position shall be performed on-site / resident in the Benefitting Partner Nation

Required Experience / Qualifications (Must Have)
Bachelor's degree in Computer Science, Information Security, or a related field
Extensive and practical experience (5+ years) in Enterprise Network Architecture and Engineering, with a proven track record of success
Expertise in network security frameworks, standards, and best practices (e.g., NIST, ISO, RMF, FMN, DODIN)
Proficiency in enterprise network, datacenter and security technologies, tools, and platforms
Strong analytical and problem-solving skills, with the ability to think critically and provide innovative solutions
Excellent communication and presentation skills to effectively convey complex technical concepts to both technical and non-technical stakeholders
Current US Passport with 1 year left on it
Active U.S. Government Clearance at Secret level or higher
Ability to sit for extended periods of time
Ability to regularly lift at least 25 pounds
