Plant Manager

OBJECTIVE: The Plant Manager will be responsible for overseeing all aspects of the natural gas pipeline and stations operations: lead the team, maintain the facility, manage safety protocols, manage the budget, and ensure compliance with regulatory requirements to ensure the proper distribution of natural gas to our customers while ensuring the highest standards of safety, environmental responsibility, and operational efficiency.

KEY RESPONSIBILITIES:

  • Operational Leadership: Provide strong leadership to the team to ensure the plant operates efficiently and safely. Ensure that maintenance plans are developed with the use of CMMS.
  • Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain a safe and compliant facility.
  • Maintenance & Reliability: Implement a proactive maintenance program to maximize plant uptime and equipment reliability.
  • Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
  • Budget Management: Develop and manage the plant’s operational budget, including cost control and expenditure forecasting.
  • Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents.
  • Reporting: Prepare regular reports for senior management and for the client, detailing plant performance, safety, and compliance metrics.
  • Stakeholder Relations: Build and maintain positive relationships with regulatory authorities, local communities, and other stakeholders.


    ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)

    • Assist the EPC Project Team during the Construction, Installation and Commissioning Phase:
      • Review principal construction drawings, P&ID, and commissioning checklists.
      • Review all Red Lines and As Built Drawings.
      • Make recommendations to the HSE team to develop strategies to improve the health, safety, and environmental standards at all production systems.
      • Ensure that warranty and punch list issues are effectively managed after commissioning of the natural gas pipeline and stations.
      • Ensure adherence with quality assurance and quality control (QAQC) standards.

         

        OPERATIONS & MAINTENANCE (OM)

  • Lead all operations as well as continuous transportation of natural gas.
  • maintainability of installations.
  • Responsible for managing the relationship with the client.
  • Responsible for managing the plant’s budget.

PROCUREMENT & LOGISTICS

  • Manage all Purchase and Service Order Agreements relating to the operations of the plant.
  • Manage all Procurement & Logistic agreements for consumable and spare parts.
  • Ensure materials and spare are available for overhauls and mandatory inspections.

     

    FINANCE & COMPLIANCE

  • Develop financial targets for the operational systems in accordance with business needs and ensure successful implementation.
  • Comply with the agreed budget and inform if the budget is likely to increase.
  • Work with the Legal & Compliance department to ensure compliance with all corporate rules, local, and international regulations.

     

    ORGANIZATIONAL DEVELOPMENT

  • Supervise the team to execute assigned projects within deadlines and budget.
  • Develop and implement necessary measures to ensure flexible work practice and team building.
  • Carry out performance appraisals and development plans (including training) with subordinate staff.
  • Participate actively in the recruitment for the plant.
  • Implement training and development program for staff in line with technical and business needs.
  • Coordinate the rotational schedule (on and off duty) of subordinate staff.

     

    QUALIFICATIONS:

    • BSc in Mechanical, Electromechanical, or Petrochemical / Petroleum Engineering.
  • Master in Engineering, Business, or Management, is mandatory.
  • Multicultural experience is necessary.

 

KNOWLEDGE & EXPERIENCE:

  • A minimum of 10+ years of experience in the oil & gas industry.
  • A minimum of 8+ years of post-qualification experience and competence with natural gas pipeline operations.
  • Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
