Location: Western Region, Ghana (West Africa) - EXPAT OPPORTUNITY
Report Directly to: CEO
Subordinate: Plant Managers (5), Engineering Managers (3), HSE Superintendent (1), HR & Administration Superintendent (1), Commercial & Administration Superintendent (1), Procurement Superintendent (1)
Designation Level: Divisional Head
OBJECTIVE: The VP of Operations (POW) will be responsible for overseeing all aspects of the plant operations and optimizing the production systems. The VP of Operations (POW) will be responsible for ensuring the proper distribution of power to our customers while ensuring the highest standards of safety, environmental responsibility, and operational efficiency.
KEY RESPONSIBILITIES:
- Operational Leadership: Provide strong leadership to the different plant teams to ensure all plants operate efficiently and safely. Ensure that maintenance plans are developed with the use of CMMS. Display autonomy in decision making regarding personnel and technical matters.
- Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain safe and compliant facilities.
- Maintenance & Reliability: Implement proactive maintenance programs to maximize plant uptime and equipment reliability.
- Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
- Budget Management: Develop and manage the plants operational budgets, including cost control and expenditure forecasting.
- Emergency Response: Develop and maintain emergency response plans and ensure all staff at each plant are trained for effective response to incidents.
- Reporting: Prepare regular reports for the CEO and for the client, detailing plants performance, safety, and compliance metrics.
- Stakeholder Relations: Build and maintain positive relationships with regulatory authorities, local communities, and other stakeholders.
- Culture: Create a culture to achieve maximum input to solving actual and potential problems.
ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)
- Provide support to the VP of Technical Services and the EPC Project Team during the Construction, Installation and Commissioning Phase:
- Review principal construction drawings, P&ID, and commissioning checklists.
- Review all Red Lines and As Built Drawings.
- Make recommendations to the HSE team to develop strategies to improve the health, safety, and environmental standards at all production systems.
- Ensure that warranty and punch list issues are effectively managed after commissioning of the plant.
- Ensure adherence of quality assurance and quality control (QAQC).
OPERATIONS & MAINTENANCE (OM)
- Lead all operations related to the generation of power. Ensure the continuous production of electricity.
- Develop strategies and policies to improve the operations and maintenance of production systems.
- Approve major shutdown decisions (beyond 24 hours).
- Support Plant Managers in client-related issues.
- Support Plant Managers in budget-related issues.
- Ensure compliance to all corporate rules and standards (HSE, Engineering, Financing, etc.).
PROCUREMENT & LOGISTICS
- Oversee Purchase and Service Order Agreements relating to the operations of the plants.
- Review and approve the Project Budget and Project Gantt Charts.
- Cooperate with the Finance department to identify procurement and logistics savings.
- Oversee Procurement & Logistic agreements for consumable and spare parts.
FINANCE & COMPLIANCE
- Ensure compliance to the budget and inform the CEO if the budget is likely to increase beyond 10%.
- Work with the Finance department to optimize financial strategies and tax implications.
- Develop financial targets for the operational systems in accordance with business needs and ensure successful implementation.
- Ensure that all Projects are commissioned on time to meet GPGHA financial obligations.
- Work with the Legal & Compliance department to ensure compliance with all corporate rules and local regulations.
ORGANIZATIONAL DEVELOPMENT
- Supervise the team to execute assigned projects within deadlines and budget.
- Develop and implement necessary measures to ensure flexible work practice and team building.
- Carry out performance appraisals and development plans (including training) with subordinate staff.
- Implement training and development program for staff in line with technical and business needs.
- Participate actively in the recruitment of key profiles. Contribute to all decisions related to the staffing of the plants.
- Ensure compliance to the leave policy. Oversee the rotational schedule (on and off duty) of subordinate staff.
QUALIFICATIONS
- BSc in Mechanical, Electromechanical, Electrical, or Instrumentation & Control Engineering.
- Master in Engineering, Business, or Management, is a plus.
- Multicultural experience is preferred.
KNOWLEDGE & EXPERIENCE
- A minimum of 12+ years of experience in the oil & gas industry, specifically at power plants.
- A minimum of 10+ years of post-qualification experience and competence in power plant management and operations.
- Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
- Experience in implementation of ISO 9000, 14000, 18000, 14224 norms and systems.
