CONTROL & INSTRUMENTATION NGL Terminal (C&I) RELIABILITY SUPERINTENDENT

Position: Control & Instrumentation (C&I) Reliability Superintendent

Division/Department: Operations & Maintenance (OM) / Midstream (MID) 

Location: Takoradi, Western Region, Ghana (West Africa)

Report Directly to: Plant Manager

OBJECTIVE: The C&I Reliability Superintendent will be responsible for identifying and managing asset reliability risks that could adversely affect the Natural Gas Liquids (NGL) Terminal and its operations. The C&I Reliability Superintendent will ensure the availability of assets and the overall reliability of the terminal (equipment, processes, utilities, facilities, safety/security systems) through good practices of monitoring and maintenance.

KEY RESPONSIBILITIES:

 

  • Operational Leadership: Provide strong leadership to the Reliability Team to ensure the plant is maintained efficiently and safely and assist the Plant Manager to develop planned maintenance with the use of the CMMS.
  • Safety & Compliance: Establish and enforce safety protocols, maintenance procedures, and environmental regulations to maintain a safe and compliant facility.
  • Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
  • Budget Management: Support the Plant Manager to develop and manage the terminal's operational budget, including cost control and expenditure forecasting.
  • Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents.
  • Reporting: Support the Plant Manager to prepare regular reports for senior management and the clients, detailing terminal performance, safety, and compliance metrics.


ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)

  • Assist the EPC Project Team during the Construction, Installation, and Commissioning Phase:
    • Review Authorized For Construction drawings (AFCs), P&IDs, and commissioning checklists.
    • Review all Red Lines and As Built Drawings to confirm accuracy and compliance with original designs and modifications.
    • Make recommendations to the HSE Team to develop strategies to improve health, safety, and environmental standards at all production systems.
    • Supervise the completion of installation tasks during the construction phase, while ensuring adherence to industry regulations and company policies.
    • Ensure that warranty and punch list issues are effectively managed during construction and after commissioning of the terminal.
    • Design and implement control systems for various processes including Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Supervisory Control and Data Acquisition (SCADA) systems.
    • o Ensure adherence with quality assurance and quality control (QAQC) standards.
    • o Work closely with design teams to select appropriate instruments such as transmitters, flow meters, and control valves for measuring and controlling parameters like pressure, temperature, flow rate, and composition. Ensure that these instruments are calibrated regularly to maintain accuracy.

       

      OPERATIONS & MAINTENANCE (OM)

  • · Ensure the reliability and maintainability of installations. Responsible for adhering to the life cycle asset management (LCAM) process throughout the entire life cycle of all assets and systems:
    • Storage systems.
    • Unloading systems.
    • Export (loading) systems.
    • Emergency shutdown systems.
    • Low pressure flare systems.
    • Power distribution & DCS system.
    • Propane - LC3 and Butane - LC4 BOG recovery system.
    • Air systems, drain systems, cooling water systems.
    • All automation and control systems associated with the systems listed above.
  • Responsible for designing, developing, monitoring, and refining an asset maintenance plan that includes:
    • Value-added predictive, proactive, preventive, and corrective maintenance tasks.
    • Configuration of set points in valves and verification of instruments, software control installations, etc.
    • Effective utilization of predictive and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems.
    • Ensure the optimum utilization of the CMMS.
    • Read and interpret blueprints, data sheets and specifications, control and wiring diagrams, list of instruments and signals, list of cables and materials, control loops, architectures and control philosophies, control narratives.
    • Statistical process control.
    • Reliability modeling and prediction.
    • Fault tree analysis.
    • Weibull analysis.
    • Six Sigma (6σ) methodology.
    • Root cause analysis (RCA) and root cause failure analysis (RCFA).
    • Failure reporting, analysis, and corrective action system (FRACAS).
    • Asset utilization.
    • Overall equipment effectiveness.
    • Remaining useful life.
    • Other parameters that define operating condition, reliability, and costs of assets.
  • Provide input to a risk management plan that will anticipate reliability-related and non-reliability-related risks that could adversely impact the terminal operations.
  • Develop engineering solutions to repetitive failures and all other problems that adversely affect the terminal operations (capacity, quality, cost, or regulatory compliance issues):
  • Work with the Operations Team to perform analysis of assets including:
  • Provide technical support to the Operations Team and Plant Manager.
  • Apply value analysis to repair/replace, repair/redesign and make/buy decisions.
  • Execute predictive and preventive maintenance to eliminate catastrophic failures and unplanned maintenance.
  • Review the supporting documentation for permits to work and submit it to the Plant Manager for approval.
  • Act as Plant Manager during his absence.
  • Maintain required regulatory documentation updated.

     

    PROCUREMENT & LOGISTICS

  • Actively contribute to all Purchase and Service Order Agreements relating to the maintenance of the terminal.
  • Actively work with the Plant Manager to manage all Procurement & Logistic agreements for consumable and spare parts.
  • Ensure materials are available for planned maintenance, overhauls, and mandatory inspections.

     

    FINANCE & COMPLIANCE

  • Understand, monitor, and optimize operating costs within the authorized budget.
  • Assist in developing the terminal’s budget needs.

     

    ORGANIZATIONAL DEVELOPMENT

  • · Supervise the C&I Reliability Team.
  • · Implement training and development program for staff in line with technical and business needs.
  • · Develop and implement necessary measures to ensure flexible work practices and team building.
  • · Participate actively in the recruitment for the terminal.
  • · Carry out performance appraisals and development plans with subordinate staff.
  • Coordinate – with other Reliability Superintendents – the rotational schedule (on and off duty) of the Reliability Team.

 

QUALIFICATIONS:

  • · BSc in Control & Instrumentation, Electronic, Mechatronic, or Electrical Engineering.
  • · Master in Engineering, Business, or Management is a plus.

 

KNOWLEDGE & EXPERIENCE:

  • · A minimum of 8+ years of experience in the Oil & Gas industry, specifically at NGL terminal plants.
  • · A minimum of 6+ years of post-qualification experience and competence in NGL terminal management and reliability processes.
  • · Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
  • · Familiarity with Instrumentation and Industrial Automation, Supervision Systems (SCADA and HMI), PLC-PAC programming, and industrial networks.
