ENGINEERING MANAGER
Position: Engineering Manager
Division / Department: Operations & Maintenance (OM) / Natural Gas Pipeline (NGP)
Location: Western Region, Ghana (West Africa)
Report Directly to: VP of Operations (NGP)
Designation Level: Departmental Head
OBJECTIVE: The Engineering Manager will be responsible for overseeing and coordinating all aspects of maintenance activities for our natural gas pipeline and stations. The Engineering Manager will ensure availability, overall reliability as well as the efficient and safe operation of all mechanical and electrical systems, equipment, and infrastructure.
KEY RESPONSIBILITIES:
- Operational Leadership: Provide strong leadership to the team to ensure that all assets and systems operate efficiently and safely. Ensure that maintenance plans are developed and implemented with the use of CMMS.
- Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain a safe and compliant facility.
- Maintenance & Reliability: Implement a proactive maintenance program to maximize plant uptime and equipment reliability.
- Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
- Budget Management: Develop and manage all budget items, including cost control and expenditure forecasting, related to all aspects of reliability activities.
- Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents.
ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)
- Work closely with the EPC Project Team during the Construction, Installation and Commissioning Phase:
- Review Authorized for Construction drawings (AFCs), P&IDs, and commissioning checklists.
- Review all Red Lines and As-Built Drawings to confirm accuracy and compliance with original designs and modifications.
- Work with the HSE Team to develop strategies to improve health, safety, and environmental standards at all production systems.
- Ensure that warranty and punch list issues are effectively managed after commissioning of the natural gas pipeline and stations.
- Ensure adherence with quality assurance and quality control (QAQC) standards.
OPERATIONS & MAINTENANCE (OM)
- Ensure the reliability and availability of all systems at our natural gas pipeline and stations.
- Responsible for adhering to the life cycle asset management (LCAM) process throughout the entire life cycle of all assets:
- Pipe systems, tubbing systems, valves, and pipe fittings.
- Tanks, vessels, pressure vessels, and heat exchangers.
- All other structures.
- Oversee all the engineering / reliability aspects for our natural gas pipeline and stations, including upgrades, modifications, and new installations.
- Develop project plans, budgets, and schedules, and ensure adherence to these parameters throughout project execution.
- Work with the Reliability Superintendents to design, develop, monitor, and refine assets maintenance plans that include:
- Value-added predictive, proactive, preventive, and corrective maintenance tasks.
- Effective utilization of predictive and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems.
- Ensure the optimum utilization of the CCMS.
- Conduct regular inspections and audits of assets to identify potential issues and opportunities for improvement.
- Ensure compliance with all relevant regulatory requirements, codes, and standards pertaining to engineering and natural gas pipeline operations.
- Provide technical expertise and support to troubleshoot complex engineering issues and resolve operational challenges.
- Stay abreast of industry trends, best practices, and emerging technologies in engineering.
PROCUREMENT & LOGISTICS
- Actively contribute to all Purchase and Service Order Agreements related to engineering activities for the natural gas pipeline and stations.
- Actively work with the VP of Operations (NGP) and Plant Managers to manage all Procurement & Logistics agreements for consumable and spare parts (related to engineering operations).
- Ensure materials are available for planned maintenance, overhauls, and mandatory inspections.
FINANCE & COMPLIANCE
- Understand, monitor, and optimize operating costs within the authorized budget.
- Assist in developing the plant budget needs.
ORGANIZATIONAL DEVELOPMENT
- Support the VP of Operations (NGP) and Plant Managers through active involvement in staffing of the various stations.
- Implement training and development program for staff in line with technical and business needs.
- Develop and implement necessary measures to ensure flexible work practices and team building.
- Participate actively in the recruitment for the department.
- Carry out performance appraisals and development plans as needed.
QUALIFICATIONS:
- Bachelor’s in Mechanical or Electromechanical Engineering.
- · Master’s in Business, Management, or Engineering is mandatory.
- · International experience is mandatory.
KNOWLEDGE & EXPERIENCE:
- A minimum of 10+ years of experience in maintenance / reliability positions in the Oil & Gas industry.
- A minimum of 8+ years of post-qualification experience and competence with natural gas pipeline operations.
- Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
