Senior Business Analyst

The Business Analyst will support a project management organization managing a portfolio of IT investments for the federal government. The Business Analyst will use and update existing methods to produce requirements documentation, briefings, status reports, deliverables, and reports.

The Business Analyst position will conduct formal interviews with customers, managers, subject matter experts, and end users, creating detailed system specifications for business and technical customers. The candidate will prepare and review documentation that supports the acquisition of Information Technology (IT) infrastructure components. These documents must adhere to the federal government Acquisition Management System and Quality Management System templates and guides. The candidate will develop processes to manage input from subject matter experts and managerial staff to document project status. The candidate must have current and specific demonstrated expertise related to acquisition management, IT management, IT governance, development of project charters, cost/schedule analysis.

Requirements:

Knowledge of business systems analysis, planning, meeting facilitation, and requirements elicitation. Develop documentation that details the strategy for project implementation and lifecycle support. Develop analysis reports that summarizes cost, schedule, and benefit information for projects. Develop ancillary artifacts, briefings, and reports as required by the government. Prepare presentation material for executive briefings. Experience with IT infrastructure systems and IT infrastructure life cycle management, budgeting and financial analysis. Ability to coordinate and prioritize concurrent activities within deadline-driven climate. Strong communication and negotiation skills and the ability to interact effectively with subject matter experts and IT support staff. Excellent problem solving skills (issue identification, problem structuring, analysis, development of recommendations). Excellent analytical skills including the ability to think through all aspects of problems and generate possible courses of action. Experience supporting software development will not be considered as this is not a software development project.

Qualifications:

Must have previous government experience with strong writing, communication, and organizational skills. Must have the ability to interact effectively with users and stakeholders throughout the organization. Must be able to support a PMO and possess a good understanding of federal government contracting principles and practices. Experience with IT infrastructure systems, and IT infrastructure life cycle management, budgeting and financial analysis. Must have proven business analysis skills, not associated with software development. Ability to coordinate and prioritize concurrent activities within deadline-driven climate. Ability to ask the right questions to identify the core business processes and the business rules that control or guide them. Strong customer focus and management of relationship with user community.

Experience:

Highly proficient in using Microsoft Office Suite (MS Word, Excel and PowerPoint), MS Teams, and MS SharePoint. Experience using tools for developing workflow analysis.

Education:

B.S. + 15 years in information systems, business systems, management information systems, IT management, government contracting, engineering, math, or science.
