Program Manager – Alexandria, VA

JCDS is seeking an experienced Deputy Program Director to lead a federal health care transformation program for the Department of Veterans Affairs (VA).

The ideal candidate will bring strong experience in project and program management, health care expertise, extensive experience with VA and successful, demonstrated supervisory and management skills. They must be well organized and have acute attention to detail, as they will direct, track and coordinate the tasks and teams for an Indefinite Delivery/Indefinite Quantity (IDIQ) program. The IDIQ may vary from 10 to 40 projects at a time with multimillion dollars in value a year.


  • 10+ years of experience with delivering leadership and management for national/complex health care initiatives.
  • 8+ years of experience with federal government program and project management.
  • 5+ years of experience with the Department of Veterans Affairs strongly preferred.
  • Bachelor’s Degree.
  • PMP certification is strongly preferred.
  • Ability to work in Alexandria, VA.
  • U.S Citizenship.


  • Plans and directs the initiation, teaming, pricing, planning, executing, monitoring, controlling and closing of projects and Requests for Task Order Proposals (RFTOPs).
  • Contributes to planning and implementing health care transformation efforts related to high reliability organizations, electronic health records management, modernization, analytics, access, human capital, regulatory compliance, financial management, policy, training, communications and change management.
  • Helps drive a quality culture that encourages innovation and continual improvement of the IDIQ process. This includes working to ensure timely completion of projects while maintaining quality standards and meeting contract requirements.
  • Provides close coordination with government personnel, Aptive staff members, IDIQ subcontractors and other stakeholders. Leads meetings and coordinates with internal and government Quality Assurance (QA) team for QA.
  • Directs and oversees IDIQ program work including real time tracking and effective management of numerous ongoing activities. Conducts pre-project planning, Statement of Work (SOWs) reviews, verifying and/or obtaining quotes from teaming partners, providing inputs to subcontracts, teaming coordination, project changes, project closeout, coordinates forecasting, invoicing and record management.
  • Validates costs proposals and works closely with the task leads to ensure all project objectives are met as defined by task order statements of work, and the IDIQ contract. This includes proposals, submittals, RFTOPs, schedules, work, reports and all project deliverables.
  • Manages administrative and contractual details for multiple large, complex and concurrent IDIQ tasks and projects. This includes scheduling subcontractors and meeting with the government customer(s).
  • Responsible for maintaining and filing all records (both electronic and hard copy) of the IDIQ Task Order records, forecasting revenues and tasks and developing quarterly program metrics.


  • Strong knowledge of IDIQ management.
  • Superior organizational skills, detail-oriented individual with very strong oral and written communication skills.
  • Effectively and efficiently manage one’s own time and the time of others to meet deadlines.
  • Requires strong computer literacy including the MS Office Suite (very skilled in Excel, and strong working knowledge of Word and PowerPoint) and an understanding of other software such as MS Project.
  • Ability to coordinate and direct personnel, lead teams and work independently with minimal guidance or supervision.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
