THE POSITION
Loudoun County is seeking an engaged, dynamic, proactive, results-oriented, and visionary leader to serve as the Deputy Director of Transportation within the Department of Transportation and Capital Infrastructure (DTCI). As the head of the Transportation divisions, the Deputy Director will oversee transportation capital projects across the County. Reporting directly to the DTCI Director, the Deputy Director will lead, manage, and direct a team of employees, contractors, and consultants responsible for the planning, design, construction, and delivery of capital projects, ensuring efficient and timely completion that meets and exceeds stakeholder expectations. These projects and programs are part of the Capital Improvement Program (CIP).
The Deputy Director will be responsible for overseeing more than 100 significant transportation network improvements of varying sizes and scopes, each at different stages of their lifecycle. Many projects are currently in the design phase and require advancement to construction and delivery in a safe, timely, and cost-effective manner. Additional areas of responsibility include long-range transportation planning, reviewing land development applications, residential traffic engineering, special transportation initiatives, and managing grants for project funding. Success in this role requires the ability to effectively lead and direct program and project managers who serve as the owner’s representatives, while ensuring accountability among contracted planners, designers, engineers, and construction firms.
The Deputy Director will collaborate cross-functionally with numerous County departments, including Building and Development (DBD), Finance and Procurement (DFP), Planning and Zoning (DPZ), and General Services (DGS). They will work closely with the Office of Management and Budget (OMB) in County Administration to prepare and administer the County’s 6-year Capital Budget. The Deputy Director will oversee a portfolio totaling $2.9 billion over 107 projects, which includes the Intersection Improvement Program, the Sidewalks and Trails Program, and major roadway design and construction. Close coordination with the Virginia Department of Transportation is essential for successful project delivery.
In addition to the capital project portfolio, the Deputy Director will manage transportation planning and traffic engineering functions. Staff under the direction of the Deputy Director are tasked with management and application of the Countywide Transportation Plan, serving as referral agents to other County departments in the review of legislative land development applications to ensure proper planning for future capital improvements, managing corridor safety and operational studies, and managing traffic data collection and analysis. The work of these functions is frequently presented to the Loudoun County Planning Commission and the Board of Supervisors.

They excel in managing relationships among diverse stakeholders, ensuring seamless transitions and effective communication throughout all project phases. The candidate should be skilled in implementing best practices in project controls, forecasting, risk management, contract administration, and document control, ensuring adherence by all team members and external contractors to meet project timelines and deliverables.
Additionally, they should have a proven track record in developing and monitoring project schedules, managing team performance, and holding individuals accountable for achieving milestones and goals. The ideal candidate will be adept at reporting program progress to senior leadership, including the County Administrator and Board of Supervisors, and will work to implement processes that integrate multiple projects into a cohesive program, ensuring consistent and efficient delivery aligned with stakeholder expectations. Key qualities include leadership, accountability, and a strong focus on delivering high-quality results on time and within budget.
To excel in this role, the ideal candidate will:
• Strategically plan the short- and long-term direction of initiatives, aligning with the Board of Supervisors’ goals and objectives.
• Be a collaborative, confident, and creative problem-solver with extensive experience in transportation and capital infrastructure.
• Lead their team in implementing program and project management processes that coordinate and integrate multiple projects at various stages into a unified program, ensuring a consistent approach to planning, design, construction, and delivery.
• Collaborate with the Director and County leadership to identify issues requiring management input and those that can be resolved by the Project Management Office (PMO), ensuring timely resolution to prevent project delays.
• Continue strategic collaboration with the Department of Finance and Procurement and the Office of Management and Budget to manage cost estimation and scheduling for capital projects.
• Cultivate professional and effective relationships with members of the Board of Supervisors, the Office of the County Administrator, DTCI staff, county department directors and staff, and external partners, including the Virginia Department of Transportation, the Northern Virginia Transportation Commission, and the Northern Virginia Transportation Authority.
• Provide accurate and timely updates to the Director, County Administrator and Senior Deputy County Administrator regarding project progress and emerging issues.
• Analyze and recommend improvements to the existing capital project delivery system.
EDUCATION AND EXPERIENCE
Minimum requirements include any combination of education and experience equivalent to a master’s degree and five (5) years of directly related experience with increasing responsibility, including three (3) years in a supervisory or management role. A degree in transportation planning, engineering, public administration, construction management, or related is strongly preferred. Senior management level experience in managing a high volume of projects at varying levels focused on capital projects transportation, and/or construction projects is preferred.
Other preferred qualifications include leadership experience within a local government; supervision/management in a multicultural and multigenerational workplace; experience collaborating with and presenting complex information to elected officials; public engagement and background building coalitions and consensus on difficult community issues; and experience with strategic planning and implementation.
COMPENSATION AND BENEFITS
The salary range for this position is $190,000-$215,000. It is expected that a well-qualified candidate will be hired within the $200,000 range, depending on qualifications, with an excellent benefits package.
