As the Senior Budget Analyst, you will develop budget inputs (spanning RDT&E, O&M, and Procurement) as well as draft and coordinate Military Interdepartmental Purchase Request (MIPRs) for the department. You will provide financial support, guidance, and analysis for various business and operations activities. You will also help maintain accounting of all funds and expenditures and will partner across the organization to help in all aspects of the PPBE cycle. Additionally, you will:

  • Ensure all customer equities are properly considered and prioritized and that all required inputs to the PPBE process are completed
  • Drive budgeting, forecasting, and long-term planning processes; identify risks and opportunities and ensure alignment with strategy
  • Assist in the Program Objective Memorandum (POM)
  • Serve as business program/management analyst working independently and with senior analyst to support the planning, coordinating, execution, and management of the financial aspects of acquisition projects and their sustainment
  • Prepare budget estimate inputs and reviews for compliance with policy, rules, regulations, and procedures
  • Prepare a variety of documents such as correspondence, forms, reports, statistical tables, and spreadsheets
  • Assist in the development of an annual spend plan
  • Manage financial reporting to the client’s organization and orchestrate internal financial upward reporting
  • Provide performance measurement including key performance indicators, budget vs. actual flux, financial statement analysis, trends/drivers, and benchmarking
  • Support the client’s decision processes for determining investments
  • Help the client maintain their respective information in relevant DoD financial systems
  • Serve as finance SME on projects, analyses, and reviews as required by the client
  • Perform accounting research as required

What You’ll Need to be Successful:

  • At least 10 years of financial planning and analysis experience
  • Bachelor’s degree in accounting, finance, management, or other closely related field
  • Current active Secret clearance
  • Deep experience creating and reviewing MIPRs as well as working within the OSD staff to get them approved
  • Functional knowledge of DoD Program, Planning, Budget and Executions System (PPBES)
  • Knowledge of DoD acquisition and contracting processes
  • Excellent communication skills, a high level of integrity, critical thinking, and leadership courage
  • Self-starter who can recognize needs and act with little to no guidance
  • Ability to rapidly understand and apply new concepts
  • Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities
  • Advanced MS Word skills; proficiency with PowerPoint, Excel, and Outlook
