As the SR SME Engineer, you will perform complex Identity Credential and Access Management systems development and design work that may include data modelling, development cost projections, software architecture analysis, and design. You will perform systems process and data modeling, simulation, and analysis. You will also review completion and implementation of system additions and/or enhancements and make recommendations to management and/or clients. Additionally, you will:

  • Plan and direct upgrades of software and related systems and designs systems enhancements
  • Develop documentation on new or existing systems
  • Develop and direct tests to ensure systems meet documented user requirements
  • Determine system specifications, input/output processes, and working parameters for hardware/software compatibility
  • Deliver a mature ICAM Conceptual Architecture that integrates Systems as well as federates or uses federated shared services with external organizations agencies
  • Deliver a gap analysis and a proposed approach to the development and implementation of technical integration solutions that meet the functional, architectural, and security requirements and maturing ICAM Solutions such as Dynamic Access Controls (DAC), Automated Onboarding/Offboarding, Attribute-Based Access Control (ou ABAC), Identity Governance, and Privileged Access Management (PAM)
  • Tailor existing technical design to work with the customers’ existing onboarding process while ensuring ICAM best practices are observed
  • Focus on the use of automation to support Active Directory account provisioning and deprovisioning
  • Update existing and develop new ICAM Technical Architecture and Design (TAD) documents about new technologies such as automation, dynamic access controls, and privileged access management
  • Develop and execute solutions including all relevant tasks and deliverables/solutions based on the approved ICAM Governance plan
  • Support the development and implementation of a single identity for an individual across the agency
  • Conduct assessment and define support requirements that ICAM Program needs to provide for integration support for enterprise systems
  • Develop recommendations and implementation plans to integrate enterprise systems
  • Serve as liaison with clients, participating in meetings to ensure client needs are met
  • Maintain current knowledge of relevant technology as assigned

What You’ll Need to be Successful:

  • At least 3 years of experience in Identity, Credentials, and Access Management
  • Bachelor's degree in computer science, computer engineering, or information systems, or equivalent experience
  • Secret or above clearance
  • Experience applying general subject matter expertise and consultative support related specifically to ICAM functions, technologies, approaches, and industry direction
  • Excellent understanding of MS Active Directory and Azure Active Directory in all aspects of account management and administration

Great Additional Skills:

  • Experience working with workflow engines such as Dell Boomi
  • Experience reviewing business process documents to engineer an automated solution
  • Experience with and advanced technical knowledge of Public Key Infrastructure (PKI), including Secure Sockets Layer (SSL) certificates
  • Experience with and advanced technical knowledge of authentication technologies including Windows Integrated Authentication, One-time Password, and Federated Authentication solutions
  • Experience performing proactive federal agency level ICAM architecture planning and implementation activities
