Manages all aspects of the cement handling operations at multiple locations. Includes management of personnel, plants, equipment, operational structure, physical inventories, and costs of operations. Works with supplier, transportation, and ready-mix concrete personnel to insure proper inventories to avoid stock-outs and demurrage. Provides leadership in safety, environmental compliance, operational excellence, and continuous improvement. These facilities handle cement by truck, rail, and barge.
DUTIES AND RESPONSIBILITIES:
Oversees daily operations ensuring safety and compliance with company policies and procedures as well as all applicable regulations.
Develops or assists with development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation.
Oversees supervision of personnel, which includes hiring, work allocation, training, problem resolution, disciplining and terminating.
Evaluates employee performance and makes recommendations for personnel development; motivates employees to achieve peak productivity and performance.
Provides advice and assistance to senior management in the planning, implementation, and evaluation of modifications to existing operations, systems, and procedures.
Insures proper maintenance of equipment and property.
Monitors and improves the efficiency of operations through establishing procedures, preparing analyses, and reporting of results.
Works closely with suppliers, transporters, and cement consumers to avoid stock-outs or excessive costs.
Represents the organization at various community and/or business meetings.
Maintain compliance with collective bargaining agreements and participate in labor contract negotiations.
Performs miscellaneous job-related duties as assigned.
MINIMUM CANDIDATE REQUIREMENTS:
College Graduate BS Degree
Minimum two years of directly related cement industry and management experience that can be demonstrated to be applicable to duties listed above.
Experience with pneumatic and hydraulic systems and bulk cement handling.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Hands on experience with cement barge unloading equipment and associated maintenance.
In-depth knowledge of bulk cement transport on river, rail, and highway systems.
In-depth knowledge of bulk cement storage and reclaim systems and associated maintenance.
Firm grasp on management principles and practices.
Experience in supervising and training employees, to include organizing, prioritizing, and scheduling work assignments.
Communicates effectively, both orally and in writing.
Facilitates a cooperative, energetic work environment; performing work tasks that are being supervised.
Skilled in examining operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Knowledge of staff hiring and training procedures; business practices and procedures (Company Handbook).
Knowledge of Union Contracts and work rules; OSHA and EPA rules and regulations. Familiarity with MSHA regulations helpful.
Knowledge of organizational structure, workflow, and operating procedures.
