Contract Facilitator

The Fresno Regional Workforce Development Board (FRWDB) is a Joint Powers Authority between the City and County of Fresno, with a business-led model to help local organizations meet their workforce needs. We are currently seeking a detail oriented and highly motivated Contract Facilitator to decisively manage internal contracts from inception to completion for the FRWDB. This position serves as the liaison between the FRWDB, sub-recipients, and contractors and must be able to develop and enhance contractor relations while providing oversight and technical assistance as needed.


Duties include, but are not limited to:

  • Drafts, reviews, negotiates, and finalizes new or existing contracts and amendments; ensures contracts meet the requirements of the award for sub-recipient or contractor in a timely manner.
  • Confirms contractual terms and provisions comply with the Workforce Innovation and Opportunity Act (WIOA), CFR 200, and other funding regulations.
  • Reviews and analyzes budgets, statements of work, performance operating plans for accuracy and compliance, including cost price analysis, monthly financial reviews, and submission of invoices to the FRWDB's fiscal department.
  • Establishes and maintains internal tracking processes for contract routing and monthly financial reports.
  • Monitors and oversees contract performance, prepares internal reports, partners with Program Coordinators to develop and monitor corrective action plans.


Qualifications:

  • Bachelor's degree from an accredited college in Business or Public Administration, Finance, Operations Management, or a closely related field. Or four (4) years of directly related work experience in an administrative capacity in the private or public sector and two (2) years of experience in civic activities, community, employer, and/or vocational organizations/programs for which the position would benefit.
  • Must have a valid California driver's license, personal automobile liability insurance, and a reliable vehicle.
  • Possess a strong understanding of business mathematics including budgeting, forecasting, preparing line item budgets, and basic financial management.
  • Must possess strong attention to detail, organizational and time management skills, leadership and relationship-building skills, and analytical skills with a demonstrated ability to quickly evaluate complex issues, conduct research, and identify multiple options for resolutions.
  • Must possess the ability to understand and follow written and oral instructions, effectively communicate orally and in writing to support internal and external partners, and self-manage in an environment with multiple projects and moving deadlines.
  • Must possess working knowledge of MS Word and Outlook, and proficiency or ability to become proficient in MS Excel. Knowledge of WIOA program requirements a plus. Experience in grants management preferred.
