Job Title: Program Manager

Job Description:

The Program Manager is a key member of the Project Management Office (PMO) for a largescale federal IT transformation initiative. This role is responsible for developing and maintaining the integrated master schedule, managing subcontractors, and supporting key program operations. The ideal candidate will have deep mortgage industry knowledge, extensive experience with large-scale mortgage technology implementations, and a proven track record in federal government contract environments. This position requires exceptional collaboration, influence, and communication skills to effectively manage across teams and stakeholders.

Key Responsibilities:

  • Partner with the Senior Program Manager to oversee and drive the overall program.
  • Manage subcontractors to ensure timely and quality delivery of work products.
  • Oversee the program’s invoicing and billing processes, ensuring accuracy and compliance.
  • Develop and maintain the master schedule, as well as a comprehensive risk and issue log with defined mitigation plans.
  • Maintain the overall program calendar, aligning key milestones with delivery teams.
  • Oversee the creation and submission of high-quality release documentation and deliverables.
  • Track and manage deliverables, including quality control and timely completion.
  • Identify, analyze, and address program risks while delivering clear reports and updates to stakeholders.

Required Qualifications:

  • Minimum of ten (10) years of experience managing complex IT programs or deliveries.
  • Proven ability to influence cross-functional stakeholders and navigate organizational boundaries with professionalism.
  • Self-starter with strong independence, capable of working under minimal supervision.
  • Highly adaptable; able to shift focus across high-priority initiatives with ease.
  • Demonstrated intellectual curiosity with a drive for continuous process improvement and learning.
  • Strong written and verbal communication skills.
  • Excellent attention to detail with sound analytical and problem-solving skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Education:

  • Bachelor's degree in business, computer science, management, or related field.
  • An equivalent combination of education and relevant experience may be considered.

Preferred Experience:

  • Certified Project Management Professional (PMP).
  • Experience supporting IT transformation programs in federal government environments.
  • In-depth experience within the mortgage industry.
  • Experience using JIRA and Confluence
  • SAFe Certification or equivalent Agile delivery framework experience.

Position Details:

  • Employment Type: Full-Time, W-2
  • Location: 100% Remote (U.S.-Based), DC Metro Preferred
  • Hours: 40 hours/week with availability during core business hours
  • Start Date: ASAP
  • Eligibility: U.S. Citizen or legal permanent resident
