Pay Rate: $50 - $55 per hour
Position Overview:
We are seeking a highly experienced Senior Business Analyst (Level III) to lead complex policy and requirements analysis efforts within the Human Services domain. The ideal candidate will have a proven track record of managing large-scale projects, facilitating stakeholder engagement, and aligning requirements with federal and state-level regulations. This position requires deep expertise in NYS government operations, particularly in eligibility, enrollment, case management, and payment systems.
Mandatory Qualifications:
- Experience Level:
- More than seven (7) years of experience working on complex projects.
- At least two (2) years in a leadership role as a Business Analyst.
- Requirements & Policy Analysis:
- Over seven (7) years of experience leading and managing policy and requirements analysis.
- Proficient in identifying, documenting, and validating business rules and functional requirements for continuous integration and deployment.
- Stakeholder Engagement:
- More than seven (7) years of experience reporting and presenting analysis findings, project status, and recommendations to senior management and key stakeholders.
Desirable Qualifications:
- Human Services Domain Expertise:
- Over seven (7) years leading and managing policy and requirements analysis focused on eligibility, enrollment, case management, and payment functionalities.
- NYS Experience:
- Extensive experience in managing Human Services policy analysis within New York State (NYS) programs and systems.
- Mainframe Modernization Projects:
- Proven experience in mainframe modernization initiatives, managing requirements across multiple complex functional domains within NYS.
- Cross-Agency Collaboration:
- More than seven (7) years of experience coordinating and managing policy analysis efforts across multiple NYS agencies.
- Federal Compliance & Regulations:
- Expertise aligning system and business requirements with federal standards such as:
- FNS 901 Handbook
- System Integrity Review Tool (SIRT) for SNAP
- MIS Integrity Review Tool for WIC
- FNS SIRT Application:
- Hands-on experience with the FNS SIRT as applied to Human Service projects in NYS.
- Meeting Facilitation & Workgroups:
- Demonstrated leadership in facilitating meetings, workshops, and multi-stakeholder workgroups for requirement gathering and consensus-building.
- Local District Collaboration:
- More than five (5) years of experience working directly with NYS local social services districts, capturing and refining system requirements and business processes.
Preferred Attributes:
- Strong knowledge of state and federal regulations in Human Services programs
- Effective communication and interpersonal skills with the ability to translate technical language for business audiences
- Proficient in requirements management tools, process modeling, and documentation standards
- Ability to work in fast-paced, multi-agency, and policy-driven environments
