We are going to re-post the Business Analyst 3 position. The candidates that were interviewed were not on the mark to what the committee is looking for. It looks like communication style and skills were missing. Soft skills are critical as this individual will need to work very well with the business side.

 The ideal candidate will have previous experience in negotiation, collaboration, and communication skills and must highlight these skills in their resume.

Based on feedback from this committee, they are looking for submittals that currently live in the market (Chicago, Milwaukee, Greater Madison

This consultant will work within the Technology Services Project Management Office.


Consultant Title: Business Analyst


Client is in the midst of a website redesign project that requires a BA to gather and define the business requirements. We are looking for someone who is:

· Experienced business analyst who has developed and reviewed and understands constraints to deliver the owners optimal value

· Skilled at communication, negotiation, and facilitation with business, technology and vendor stakeholder

· Familiar with the Business Analysis Book of Knowledge (BABOK) practices and concepts

These initiatives require a candidate to operate independently, think critically and provide leadership, quality assurance, alignment to vision/mission and follow-through on solutions to completion. The ideal candidate can work effectively with demanding end-users, solicit key requirements (must-haves) and formulate feasible/cost-effective solutions to meet the needs.



This assignment minimally requires:

1. Experienced business analyst who has developed and requirements and understands constraints to deliver the owners optimal value

2. Skilled at communication, negotiation, and facilitation with business, technology and vendors

3. Familiarity with the Business Analysis Book of Knowledge (BABOK) practices and concepts


Basic Qualifications (Must-Haves to be successful):

1. Skilled at gathering and documenting business needs and requirements

2. Excellent documentation, communication and facilitation skills

3. Ability to work in a complex and matrixed environment

4. Comfortable documenting user test cases and participating in user acceptance testing

5. Excellent conceptual, problem solving, and analytical skills

6. Ability to work independently or as a member of a team on complex tasks

7. Demonstrated competency in documenting solutions for both technical and functional audiences

8. Experience working with 3rd party vendors

9. Knowledge about the development and design of websites including understanding of technical terminology and concerns about the UI/UX


Duties and Responsibilities

· Lead and participate in the development of the Business Requirements Document (BRD)

· Balancing the requirements and what the owner defines as value to the overall project

· Communicate and collaborate with stakeholders, subject matter experts, and technical experts in various settings including small groups, large groups, and focus groups

· Review the Functional Requirement Specification (FRS) to ensure that the requirements meet the goal of the overall project

· Ensure that project requirements are being managed, tracked, documented and updated in a timely manner

· Identify gaps between business needs and system functionality

· Research and perform analysis to provide recommendations around technical and business challenges

· Participate in the development of user acceptance test plans and participate in the user acceptance testing

· Create and maintain documentation as appropriate for requirements, workflows and processes

· Manage, foster and develop team relationships

· Be a collaborative and transparent team member

Education and Qualifications

· 5 - 10 years of experience performing Business Analyst related work

· Demonstrable skills in business requirements gathering for website redesign project


The anticipated duration of this engagement is 12 months, with possible extensions. The consultants should be prepared to start by August 24th or sooner, if available. Initially this position will be a remote position due to COVID-19 but when the college opens back up the consultant will be required to be on site at the Madison College Truax campus.
