The Smith Consulting Group has been retained by The City of Alexandria, VA to identify their next Stormwater Sr. Technical Project Manager.

 

Title: Stormwater Sr. Technical Project Manager.

The DPI Senior Technical Project Manager is responsible for overseeing the planning, design and construction of complex capital infrastructure projects Project’s may include flood mitigation, stormwater management, water quality improvements, and design remediation of sanitary and combined sewer infrastructure. You must be able to utilize extensive project management experience to resolve critical issues on these complex projects. As steward of capital funds, you are expected to deliver projects to a standard worthy of public trust. You are expected to have a strong technical background in civil engineering, especially in drainage modeling and design. You must have a Virginia PE license or the ability to obtain one within a year. You must be able to organize, balance, coordinate, and execute multiple projects and competing assignments. All work is performed with considerable independence and judgement, while ensuring compliance with City policies and procedures.

SUMMARY:

construction of complex, high risk capital infrastructure projects. The employee will manage
municipal infrastructure projects that may include, flood mitigation, stormwater and water
quality improvements, sanitary sewer infrastructure, flood mitigation, roadway improvements,
transit projects, bicycle and pedestrian improvements, and parks and recreation facilities. Able to
utilize extensive project management experience to resolve critical issues on complex projects.
As stewards of Capital funds, they are expected to deliver projects to a standard worthy of that
public trust. The employee is expected to have a strong technical background in civil engineering
or landscape architecture. Able to organize, balance, coordinate, and execute multiple projects
and competing assignments. Work is performed with considerable independence and
independent judgement, while ensuring compliance with City policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following. Other duties may be assigned.

• Responsible for the delivery of capital projects, following project management best
practices and City procedures to achieve project objectives;

• Manages design project teams consisting of consultants, City planning, design, and
permitting staff, regulatory agencies, project sponsors, and City support staff to
ensure successful project delivery;

• Manages construction project teams, ensuring contract compliance and delivery of
projects to City expectations;

• Provides stewardship of Capital funds through appropriate budget development,
drafting

of effective procurement documents, disciplined management of contractors, and
adherence to contract and regulatory requirements;

• Manages stakeholders, engages the community, and presents information regarding

capital improvement projects to residents, outside agencies, senior staff, and City
officials;

• Responsible for managing projects within the scope, schedule, and budget
baseline.

• Monitors project progress, mitigate risk, and address adverse variances to baseline;
