Human Resources Manager / Business Partner

This a great opportunity to join our well established client as their Human Resources (HR) Manager. Their headquarter is located in Upland, CA with satellite offices in 4 difference locations and over 350 employees and growing!

As the Human Resources Manager, your role will be critical in ensuring we continue that reputation through aligning our business objectives with employees and management. This will be accomplished through advising management on Human Resources related issues, assessing and anticipating Human Resources-related needs, and operating as a change agent. We are also anticipating lots of growth over the next couple of years and you will need to have good recruiting skills, preferably in construction, to keep up with the demand.

Summary of responsibilities: 

As the Human Resources Manager, you will report directly to the President as well as work directly with our operating Vice Presidents. The Human Resources Department is a small department that also works with our operations, safety and accounting departments. You will also work collaboratively with our Parent Company’s Human Resources department to proactively communicate the business objectives of the company.

Key duties:

  • Consult with line management, providing Human Resources guidance when appropriate

  • Analyze trends and metrics in the business to develop solutions, programs and policies

  • Manage and resolve complex employee relations issues as well as conduct effective, thorough and objective investigations

  • Oversee recruitment activities

  • Maintain working knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with the legal department as required

  • Provide day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions)

  • Work closely with management and employees to improve work relationships, build morale, increase productivity and retention

  • Provide Human Resources Policy guidance and interpretation

  • Develop employment terms for new hires, promotions, and transfers

  • Provide guidance and input on business unit restructuring, workforce planning, and succession management

  • Identify training needs for the business and develop programs to address those needs

    • Monitor and evaluate success of training programs

  • Perform other duties to support the business needs


Must haves:

  • Bachelor’s Degree in Human Resources/HR or Business Administration and/or minimum of 2 years of HR Management level roles responsible for the resolution of complex employee relation issues, recruiting, and benefits
  • Working knowledge of multiple human resource disciplines including compensation practices, organizational diagnosis, employee and union relations, and performance management.
  • Must have at least 5 years of prior experience in Human Resources and knowledge of basic labor regulations and laws such as: FMLA, HIPPA, ADA, IRCA, COBRA, FLSA, Title VII, privacy rights and discrimination, etc
  • Bilingual - English and Spanish -Will be responsible for translating English into Spanish memorandums.

Nice to have:

  • Recruiting background with recruiting engineers such as: outside plant construction, equipment operators, cable technicians, fiber optic splicers, general laborers, etc.
  • Construction industry experience.
  • Experience with ADP Payforce, BenefitFocus System, UltiPro HRIS
  • Business Objects (Report Writing)
  • Prevailing Wages / Davis Bacon
  • Able to create PowerPoint presentations
